Article VI of Chapter 2 of the Code of the <br /> <br />City of Redwood City is hereby repealed. <br /> <br />SECTION 2. Article VIII is hereby added to Chapter 2 <br /> <br />of the Code of the City of Redwood City, to read as follows: <br /> <br />"ARTICLE VIII. BOARDS A:Nl) COY.lMISSIONS <br /> <br />Division 1. General <br /> <br />"SECTION 2.100. The organization of, and the duties <br /> <br />and functions of, all boards and commissions established <br /> <br />pursuant to Section 21-1/2 of the Charter of the City of <br /> <br />Redwood City shall be as prescribed in this article, pro- <br /> <br />vided that the Council may, from time to time, prescribe <br /> <br />such additional duties and functions by ordinance or <br /> <br />resolution as it may deem appropriate. <br /> <br />"SECTION 2.101. Except as specifically provided <br /> <br />otherwise, the following rules shall apply to the operation <br /> <br />of all boards and commissions: <br /> <br />(a) A majority of the commission shall consti~ute <br /> <br />a quorum. <br /> <br />(b) Action shall be taken only on the affirmative <br /> <br />vote of a majority of the members present at a duly con- <br /> <br />stituted meeting. <br /> <br />(c) The time and place of the regular meetings of <br /> <br />every board and commission shall be established by <br /> <br />resolution of that board or commission. <br /> <br />Cd) Each board and commission may adopt such pro- <br /> <br />cedural rules and regulations as may be necessary or <br /> <br />convenient for the orderly conduct of its busi~ess. <br />
