RESOLUTION NO. 19-13 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY <br />OF REDWOOD CITY DENYING THE APPEAL OF BEN GRYN <br />AND UPHOLDING THE ZONING ADMINISTRATOR APPROVAL <br />OF ARCHITECTURAL PERMIT NO. AP2019-025 FOR 1143 <br />OLIVER STREET AND DETERMINING THE PROJECT TO BE <br />EXEMPT FROM CEQA UNDER CEQA GUIDELINES SECTIONS <br />15301 AND 15303 <br />WHEREAS, the applicant, Janet S. Chuang (Applicant), on behalf of John <br />and Maureen Becker (Property Owners), has applied for an Architectural Permit to <br />construct a new 432 square foot accessory dwelling unit above a new 384 square <br />foot detached garage (the Project) at 1143 Oliver Street (the Property); and <br />WHEREAS, pursuant to Section 45.3 of the Zoning Ordinance, the Zoning <br />Administrator is authorized to review and approve such Architectural Permits; and <br />WHEREAS, on June 21, 2019, the Zoning Administrator issued a Notice of <br />Official Action for Architectural Permit No. AP2019-025, approving the Project <br />because the required R-2 Zoning District Standards and accessory dwelling unit <br />requirements were met and the Architectural Permit Findings were made; and <br />WHEREAS, on July 3, 2019, an appeal of the Zoning Administrator's decision <br />to approve the Architectural Permit was filed with the City Clerk by Ben Gryn <br />(Appellant); and <br />WHEREAS, on September 4, 2019, a public hearing notice was published in <br />the San Mateo Daily Journal and mailed to interested parties and all property owners <br />within 300 feet of the Property; and <br />WHEREAS, on September 17, 2019, the Planning Commission of the City of <br />Redwood City continued the appeal to October 1, 2019; and <br />WHEREAS, on October 1, 2019, the Planning Commission held a duly <br />noticed public hearing in accordance with all applicable requirements of the State <br />Planning and Zoning Law and the Redwood City Zoning Ordinance, to consider the <br />appeal; and <br />WHERAS, on October 1, 2019, the Appellant, the Applicant, and all other <br />interested parties were given the opportunity to participate in the public hearing <br />through oral testimony and the submittal of written comments; and <br />WHEREAS, on October 1, 2019, the Planning Commission fully reviewed, <br />considered, and evaluated the staff report prepared for the Project including the <br />attachments to the staff report, oral and written public testimony, and all other <br />documents and evidence in the public record on the Project and the appeal. <br />Page 1 of 8 <br />ATTY/RESO.0092/PC RESO 1143 OLIVER STREET <br />REV: 09-27-19 PR <br />
