09/14/2020 <br />ORDINANCE NO. 2485 <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />AMENDING CHAPTER 20, ARTICLE VII OF THE REDWOOD CITY <br />MUNICIPAL CODE RELATING TO OVERSIZED VEHICLES, <br />RECREATIONAL VEHICLES, AND SLEEPING IN VEHICLES <br />WHEREAS, California Vehicle Code Section 22507(a) authorizes the City of <br />Redwood City (the "City") to regulate the parking of vehicles on City streets by ordinance <br />or resolution, to prohibit or restrict the stopping, parking, or standing of vehicles on certain <br />streets or highways during all or certain hours of the day; and <br />WHEREAS, changes in parking demand have resulted in increased parking <br />density and a short supply of street parking spaces on City streets; and <br />WHEREAS, large non-commercial vehicles often contain storage receptacles for <br />human waste and wastewater and the routine parking and/or storage of such vehicles on <br />City streets creates a public health and safety hazard due to the illegal discharges of <br />septic waste, wastewater, fuels, trash, or garbage from such vehicles into City streets, <br />gutters, or storm drains; and <br />WHEREAS, the City has received numerous documented complaints from <br />residents and business owners of such activity; and <br />WHEREAS, exposure to illegally dumped wastewater and septic waste, as well as <br />accumulated trash, garbage, and other refuse, creates a health and safety hazard due to <br />the potential presence of bacteria, viruses, and other pathogens to the general public and <br />City staff tasked with responding to and cleaning up these hazards; and <br />WHEREAS, the City has seen an increase in the number of complaints of traffic <br />and pedestrian dangers arising from the long-term, routine and regular parking and/or <br />storage of large non-commercial vehicles on the City's roadways; and <br />WHEREAS, the use and occupation of large non-commercial vehicles as <br />unregulated permanent or semi-permanent housing on City streets has resulted in several <br />serious vehicle fires, damaging property and injuring vehicle occupants; and <br />WHEREAS, Section 20.101 of Chapter 20, Article VII, Division 1 of the Redwood <br />City Municipal Code regulates the parking of oversized commercial vehicles on City <br />streets; and <br />WHEREAS, the City desires to amend Section 20.101 to further clarify the <br />dimension of oversized commercial vehicles subject to such regulation; and <br />ATTY/ORD.520/CC ORDINANCE VEHICLE PROHIBITING RV OVERNIGHT PARKING ORDINANCE NO. 2485 <br />REV: 08-18-2020 RL MUFF NO. 703 <br />Page 1 of 5 <br />
