03/22/2021 <br />RESOLUTION NO. 15942 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY APPROVING AMENDMENTS TO THE 2019-2020 <br />CDBG ANNUAL ACTION PLAN TO ALLOCATE $642,288 IN CDBG-CV <br />FUNDING MADE AVAILABLE THROUGH THE CARES ACT AND <br />AUTHORIZING THE CITY MANAGER TO EXECUTE ALL RELATED <br />DOCUMENTS <br />WHEREAS, the United States Department of Housing and Urban Development's <br />("HUD") Community Development Block Grant Program ("CDBG"), authorized pursuant <br />to Title I of the Housing and Community Development Act of 1974 (P.L. 93-383), as <br />amended (the "Act"), and HOME Investment Partnerships Program, contained in Title II <br />of the Cranston -Gonzalez National Affordable Housing Act, provide Redwood City <br />("City") with federal entitlement grant funds to finance a continuum of activities ranging <br />from public services to economic development and the preservation and production of <br />affordable housing; and <br />WHEREAS, on April 22, 2019, the City Council adopted Resolution No. 15754 <br />approving the 2019-2020 Annual Action Plan; and <br />WHEREAS, on March 27, 2020, the Coronavirus Aid, Relief, and Economic <br />Security Act was enacted which included a second allocation to the City of $642,288 in <br />CDBG Coronavirus (CDBG-CV) funding, which is intended to prevent the spread of the <br />novel coronavirus ("COVID-19") and to facilitate assistance to eligible communities and <br />households economically impacted by COVID-19; and <br />WHEREAS, the City must amend its 2019-2020 Annual Action Plan to <br />incorporate and immediately use this CDBG-CV funding; and <br />WHEREAS, HUD has issued waivers of Community Planning and Development <br />Grant Program and Consolidated Plan requirements to prevent the spread of COVID-19 <br />and mitigate economic impacts caused by COVID-19; and <br />WHEREAS, on March 2, 2021, the City notified HUD of the City's intent to use <br />the Citizen Participation Public Comment Period for Consolidated Plan Amendment <br />waiver ("Public Comment Period Waiver"), which reduces public comment period <br />requirements, and the Citizen Participation Reasonable Notice and Opportunity to <br />Comment waiver ("Public Hearing Waiver"), which allows for virtual public hearings.
