ATTY/RESO.0073/PC RESO RECOMMENDING HISTORIC LANDMARK – 2312 HOPKINS AVE <br />REV: 09-28-2022 JB <br />Page 1 of 3 <br />RESOLUTION NO. 22-04 <br /> A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY <br />OF REDWOOD CITY RECOMMENDING THAT THE CITY <br />COUNCIL DESIGNATE 2312 HOPKINS AVENUE A LOCAL <br />HISTORIC LANDMARK AND RECOMMENDING APPROVAL OF <br />A CONTRACT FOR HISTORIC PROPERTY PRESERVATION <br /> <br />WHEREAS, Applicant, Matthew Johnston (the “Property Owner”), applied <br />for a local landmark designation and a Mills Act Contract (the “Project”) located at <br />2312 Hopkins Avenue (the “Property”); and <br />WHEREAS, on August 25, 2022, the Historic Resources Advisory <br />Committee (HRAC) held a duly noticed public hearing in accordance with all <br />applicable requirements of the State Planning and Zoning Law and the Redwood <br />City Municipal Code to consider the Project; and <br /> <br />WHEREAS, the HRAC has determined that the property meets City Code <br />section 40.6 Criterion C, for designation as an historic landmark according to the <br />historic designation criteria established by the Redwood City Historic Preservation <br />Ordinance (Chapter 40 of the Redwood City Code) and recommended by a vote <br />of 4-0 local landmark designation; and <br /> <br />WHEREAS, the HRAC recommended that a Contract for Historic Property <br />Preservation (“Mills Act Contract”) be approved for the Property by a vote of 4-0; <br />and <br /> <br />WHERAS, on September 14, 2022, a public hearing notice of the Planning <br />Commission hearing was published in the San Mateo Daily Journal and sent to the <br />Property Owner; and <br /> <br />WHEREAS, on October 4, 2022, the Planning Commission held a duly <br />noticed public hearing in accordable with all applicable requirements of the State <br />Planning and Zoning Law, the Redwood City Municipal Code, and the Zoning <br />Ordinance to consider the Project; and <br /> <br />WHERAS, the residence and property located at 2312 Hopkins Avenue, <br />Redwood City, California meets the historic designation criteria established by the <br />Redwood City Historic Preservation Ordinance as follows: <br /> <br />The structure embodies distinctive characteristics of a style, type, period or <br />method of construction, or is a valuable example of the use of indigenous <br />materials or craftsmanship (City Code section 40.6 Criterion C).
