<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD
<br />CITY (1) REPEALING AND REPLACING CHAPTER 9 (BUILDINGS) OF
<br />THE REDWOOD CITY CODE AND ADOPTING NEW CHAPTER 9 TO
<br />INCLUDE TITLE 24, PARTS 1, 2, 2.5, 3, 4, 5, 6, 7, 8, 10, 11 AND 12 OF
<br />THE CALIFORNIA CODE OF REGULATIONS (THE 2025 CALIFORNIA
<br />BUILDING, RESIDENTIAL, ELECTRICAL, MECHANICAL, PLUMBING,
<br />ENERGY, WILDLAND-URBAN INTERFACE, HISTORICAL BUILDING,
<br />EXISTING BUILDING, GREEN BUILDING STANDARDS, AND
<br />CALIFORNIA REFERENCE STANDARDS CODES), TOGETHER WITH
<br />CERTAIN AMENDMENTS, EXCEPTIONS, MODIFICATIONS AND
<br />ADDITIONS THERETO, AND ADOPTING THE 2024 INTERNATIONAL
<br />PROPERTY MAINTENANCE CODE AND (2) AMENDING REDWOOD
<br />CITY CODE CHAPTERS 14 (REFUSE, WEED, NUISANCE AND
<br />ABANDONED SHOPPING CART REGULATION AND ABATEMENT)
<br />AND 24 (NOISE REGULATION)
<br />WHEREAS, pursuant to Sections 17922, 17958, 17958.5, 17958.7 and 18941.5
<br />of the California Health and Safety Code, the City may adopt amendments, modifications,
<br />changes, and additions to the provisions of the 2025 California Building Standards Codes
<br />and 2025 California Green Building Standards, which are reasonably necessary to protect
<br />the health, welfare and safety of the citizens of Redwood City because of local climatic,
<br />geological and topographical conditions; and
<br />WHEREAS, the City Council has adopted a resolution making findings with respect
<br />to local climatic, geological, and topographical conditions relating to the amendments,
<br />modifications, changes, and additions to the California Building Standards Code and
<br />California Green Building Standards Code for which such findings are required; and
<br />WHEREAS, adoption of these local amendments is consistent with the goals of
<br />reducing greenhouse gas emissions as identified in the City’s Climate Action Plan; and
<br />WHEREAS, this Ordinance is exempt from environmental review, pursuant to the
<br />California Environmental Quality Act (“CEQA”) Pub. Res. Code sections 21000 et seq.
<br />and CEQA Guidelines Section 15378 because it is not a “project” that has any potential
<br />for resulting in a direct physical change in the environment or a reasonably foreseeable
<br />indirect change since it is an administrative activity that does not authorize any
<br />construction, and pursuant to CEQA Guidelines section 15061(b)(3) because it can be
<br />seen with certainty that approval will not result in an environmental impact; and
<br />WHEREAS, the City Council of the City of Redwood City is the decision-making
<br />body for this Ordinance.
<br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDWOOD CITY
<br />DOES ORDAIN AS FOLLOWS:
