REV: 03-23-26 LF <br />ENVIRONMENTAL REVIEW LEAD AGENCY AGREEMENT <br />THIS AGREEMENT, entered into this day of , 2026, by and between the County of <br />San Mateo (“County”) and the City of Redwood City (“City”), referred to herein individually as <br />“Party” and collectively as “Parties”. <br />WHEREAS, the County and City, in their respective roles as Responsible Entities, will conduct a <br />joint Categorically Excluded, Subject to §58.5 (CEST) environmental review in accordance with <br />the National Environmental Policy Act (NEPA), 24 CFR Part 58 and the related laws and <br />authorities listed at Sections 58.5 and 58.6 for the Shores Landing elevator addition activity, <br />located at 1000 Twin Dolphin Drive, Redwood City, CA (“Project”), which will be funded with <br />HOME Investment Partnership Program funds provided by the County ($793,000) and the City <br />($684,871); and <br />NOW, THEREFORE, the Parties agree that the County is the Lead Agency and the City is the <br />Cooperating Agency with respect to the environmental review and associated action <br />responsibilities pursuant to NEPA, 24 CFR Part 58 and the related laws and authorities listed at <br />Sections 58.5 and 58.6 for the Project. The responsibilities of the Lead Agency and Cooperating <br />Agency are outlined below. <br />Responsibility Lead Agency Cooperating Agency <br />Environmental <br />Review Record <br />(ERR) <br />Maintains the official joint ERR and <br />ensures all documentation is complete. <br />Provides data and analysis, as needed, <br />within its expertise. Reviews and <br />comments on draft ERR before <br />finalization. Maintains a copy of the <br />official joint ERR. <br />Technical Studies Directs the scope and content of any <br />environmental studies. <br />Reviews and comments on draft <br />studies before finalization <br />Public Notices Publishes the Notice of Intent to <br />Request Release of Funds (NOI- <br />RROF) specific to its funded portion of <br />the Project, if the Project does not <br />convert to Exempt and will receive <br />separate Authority to Use Grant Funds <br />(AUGF). <br />Publish the Finding of No Significant <br />Impact (FONSI), in the event that the <br />CEST is found to be insufficient and an <br />Publishes the NOI-RROF specific to <br />its funded portion of the Project, if the <br />Project does not convert to Exempt and <br />will receive separate AUGF. <br />Publish the FONSI, in the event that the <br />CEST is found to be insufficient and an <br />Environmental Assessment is required, <br />and receive a separate AUGF. <br />ATTY/AGR.2026.084/County of San Mateo (Shores Landing Elevator Project) (Page 1 of 3) <br /> <br /> <br /> <br />April13th
