ORIGINAL <br /> 1/26/98 <br /> <br /> ORDINANCE NO. 2135 <br /> <br /> ORDINANCE REPEALING CHAPTER 19 OF, AND ADDING <br /> CHAPTER 19 TO, THE CODE OF THE CITY OF REDWOOD <br /> CITY RELATING TO CURFEW REGULATIONS AND <br /> RESTRICTIONS UPON DISPLAY OF DRUG PARAPHERNALIA <br /> <br /> The Council of Redwood City does ordain as follows: <br /> <br /> Section 1. FindinRe. <br /> <br /> A. Curfew. In enacting Article I of Chapter 19 as added to the Code of <br />the City of Redwood City by this Ordinance, this Council hereby finds that: <br /> <br /> (1) Persons under the age of eighteen (18) years ("minors"), asa <br /> consequence of their lack of maturity and experience, and their <br /> inability to make critical decisions in a fully informed and mature <br /> manner, are particularly vulnerable to participation in unlawful and <br /> gang-related activities, and to victimization by adult criminals; <br /> <br /> (2) Gangs comprised primarily of minors, or of minors and <br /> unrelated adults who exercise unauthorized control and authority <br /> over minors associated with gangs, are active in, and roam about <br /> the City, conducting activities which are either unlawful, or <br /> constitute public nuisances, detrimental to the public health, <br /> welfare and safety of persons or property within the City; <br /> <br /> (3) Existing curfew regulations of the City of Redwood City are not <br /> adequate to fully address current problems associated with the <br /> aforesaid gang-related and other detrimental activities; <br /> <br /> (4) The City of Redwood City has a compelling municipal interest in <br /> <br />O~d-020 1 <br />F~shared/redwood/counc]l <br />DES:q] <br />09/29/97 <br />01/07/98R 213 5 <br />01/12/98R <br /> <br /> <br />
