ATfACHMENT 1 <br /> RESOLUTION NQ. 13- 24 <br /> A RESOLUTION O� THE PLANNlNG C�MMISSION OF THE CITY OF <br /> REDWO�D CITY RECOMMENDING THAT THE CETY COUNCfL ADOPT <br /> THE INITIAL STUDYIMITIGATED NEGATIVE DECLARATION FOR THE <br /> U.S: HIGHWAY 1fl1 PEDESTRIAN UNDERCROS5ING AND BAIR <br /> ISLAND ROAD STORM DRAIN PUMP STATlON PROJECT AND A <br /> MiT1GAT14N MONITORING AND REPORTING PLAN ALL IN <br /> ACCORDANCE WITH THE REQUIREMENTS OF THE CALIFORNIA <br /> ENVIRONMENTAL QUALITY ACT, AND RECOMMENDING THAT THE <br /> CITY COUNCIL APPROVE THE U.S. HIGHWAY 101 PEDESTRIAN <br /> UNDERCR4SSfNG AND BAIR ISlAND ROAD STORM DRA�N PUMP <br /> 5TATION PROJECT DE5lGN <br /> WHEREAS, The City of Redwood City (the "City") proposes to oonstruct a jaint- <br /> use pedestrian and bicycle path under the U.S. Highway 10� freeway and a storm drain <br /> pump station on Bair Island Road {the "Project"); and <br /> WHEREAS, the City has prepared an Initial StudylMitigated Negati�e Declaration <br /> for the Project (the "fSIMND"), pursuant to the requirements of the California <br /> Environmental Quality Act (Public Resources Code Sectian 21000 et seq.; hereafter, <br /> "CEQA"), the Guidefines for Implementatio� of the California Environmental Quality Act <br /> (Title 14, Sections �5000 et seq. of the California Code af Regulations; hereafter, the <br /> "CEQA Guidelines"); and <br /> WHEREAS, the ISIMND for the Project was pubiished for pubiic review and <br /> comment beginning on August 23,209 3 ar�d ending on September 23,2013. The ISIMND <br /> was filed with the State Office of Planning and Research under State Clearinghouse No. <br /> 2013082074. The City mailed and posted a Notice of Campletion ("NOC") to notify <br /> responsible agencies and interested parties af tf�e ISIMND for the Project; and <br /> WHEREAS, the City mailed, posfed, and published in the Daily Newspaper a <br /> Notice of Intent to Adopt a Mitigated Negati�e Declaration ("NOI") to notify surrounding <br /> property owners, tenants, and interested parties of the 30-day public re�iew period for the <br /> ISIMND; and <br /> WHEREAS, the City prepared a separate document entitled "U.S. 101 Pedestrian <br /> Undercrossing and Bair Island Starm Drain Pump Replacement Project Mitigation <br /> Monitoring and Reporting Plan" ("MMRP"); and <br /> WHEREAS, the ISIMND concludes that the Project, with the praposed mitigation <br /> measures contained in the ISIMND and assaciated MMRP, would not have a significant <br /> ad�erse effect on the environment; and <br /> ATFY/RE50.2920/PC RESO-ADOPT THE INITfAL STUQY&MND—UNDERCR0551NG <br /> REV:10-10-13 VR <br /> Page 1 of 6 <br />
