PUBLIC COMMENT <br /> Laura Baldini announced the upcoming Relay for Life annual event and invited the <br /> Council to attend. She would like the Relay to be bigger than last year and more <br /> community outreach. She has heard about Team Redwood City and she inquired <br /> how balloons and banners could be added to downtown to paint the town purple. <br /> Ms. Baldini shared her thanks for the Council's past support and looks forward to <br /> the event on May 17-18, 2014. Ms. Baldini said that she is a cancer survivor and <br /> that is why she is here. <br /> Mayor Gee thanked Ms. Baldini for her personal accomplishment and thanked her <br /> for the information. He said she would be hearing from the City Manager. <br /> Tania Sole spoke about the process around the Inner Harbor meetings and <br /> schedule. She would like to have things slow down so there is time to communicate <br /> with the community. <br /> Lee Callister spoke about Docktown and he said that the State Lands Commission <br /> now says that houseboats are not permitted in that area. He says the question is <br /> how to respond to that assessment. He believes that the taskforce and most of the <br /> meetings held show that public community supports a floating community. He <br /> provided information on how this community protects the creek and champions <br /> public use. He believes their presence adds to the public enjoyment. He <br /> commented on the leases and how the City and t residents have worked very hard <br /> to reach an agreement. He requested that the City take legislative action. <br /> Mayor Gee said that the Council has received the letter from the State Lands <br /> Commission as well as Mr. Callister's letter, and staff is reviewing both documents. <br /> James Jonas spoke about the State of California asserting that as the shoreline <br /> moves so does the jurisdiction area under the State of California. With this <br /> movement a lot of uses are disallowed. He referred to the public trust doctrine and <br /> how State Land defines itself, and while he believes there is a common challenge <br /> there is also a common opportunity with this law. He sees an opportunity to <br /> challenge the State on this front and fix the issue for the shoreline of Redwood City. <br /> Alison Madden spoke about one paragraph of the lease agreement, and how <br /> Contract Law allows for the American rule with only two exceptions. She specified <br /> what these are and provided examples. She requested a change to the agreement <br /> to not make it applicable to fundamental policy defenses related to public trust. <br /> She believes the State Lands Commission did not make a ruling on this but the <br /> letter reflects staffs position.Ms. Madden said that no public hearing had been held <br /> on this matter. .
