TO : Parks and Recreation Commission <br /> FROM : Open Space Committee , Chairperson : Knecht <br /> DATE : February 7 , 1977 <br /> SUBJECT : REVIEW OF OBJECTIVES <br /> The Open Space Committee met on February 7 , 1977 . Those present were <br /> Commissioners Knecht , Anderson and Weintraub . <br /> The Committee met to discuss the various objectives and projects which <br /> they felt would be undertaken by the Committee during the next year . <br /> They discussed the need to review and update the parks and recreation <br /> element of the general plan together with evaluating the standards in <br /> the plan commensurate with the new open space element of the general <br /> plan . Additionally , there was discussion concerning the long range <br /> acquisition program for the expansion of the park system to keep pace <br /> with growing needs and to reduce the deficiencies of parks and other <br /> recreational facilities in the City . There was some discussion con - <br /> cerning the motorbike and dirtbike interests and the need for an ade - <br /> quate area for this form of recreation . It was pointed out that the <br /> County had undertaken an intensive study of this need and were initiat - <br /> ing the implementation of a program for handling this recreation use <br /> on a regional basis . The Committee felt it was the best solution to <br /> the problem and that it was highly unlikely that the City could provide <br /> for this recreation interest . <br /> It was pointed out to the Committee that many of the areas which had <br /> been initially designated for future parks in the original park and <br /> recreation element of the general plan were no longer available for <br /> park use in that a housing development had taken place in many of the <br /> areas . It was felt that the greatest need for the Committee was to <br /> study and update the parks and recreation element of the general plan <br /> commensurate with the open space plan of the general plan so that a <br /> new priority of areas to be acquired for park expansion could be deter- <br /> mined . <br /> The Committee agreed that this study would be the top priority for <br /> their work for the coming year . A meeting was scheduled for February <br /> 23 , for the Committee to initiate their study and updating of the park <br /> and recreation element of the general plan . <br /> -8 - <br />
