TO : Parks and Recreation Commission <br /> FROM : Budget , Capital Improvement and Legislative Committee - <br /> Chairperson Pound <br /> DATE : February 15 , 1977 <br /> SUBJECT : REVIEW OF CAPITAL IMPROVEMENT PROGRAM <br /> The Budget , Capital Improvement and Legislative Committee met on <br /> February 15 , 1977 . Those present were Commissioners Pound and <br /> Schlesinger . Commissioner Weintraub was absent . <br /> The Committee met to initiate their review of the long range Capital <br /> Improvement Program for parks & recreation facilities . The five year <br /> Capital Improvement Program which was prepared for previous fiscal <br /> years was reviewed . It was pointed out that for fiscal year 1976 -77 , <br /> a Capital Improvement Program for that particular year was prepared , <br /> however , the five year Capital Improvement Program was deferred . The <br /> projects which were approved for fiscal year 1976-77 were taken from <br /> the five year program and , therefore , the long range program was in <br /> need of complete revision . It was further pointed out that the five <br /> year Capital Improvement Program will be re- initiated into the budget <br /> process which is now underway for fiscal year 1977 -78 . <br /> In addition to reviewing the various projects included in the five <br /> year Capital Improvement Program , the Committee also discussed the <br /> various funding sources which appear to be available for the develop- <br /> ment of park and recreation facilities . It was pointed out to the <br /> Committee that the funds ( $204 , 600 ) allocated to Redwood City as a <br /> result of the 1974 State Park Bond Issue are still available . These <br /> funds must be used by 1980 . The Committee was reminded that these <br /> funds are to be used for the purchase a neighborhood park in the <br /> Middlefield neighborhood area ; however , since the acquisition of park <br /> property in this area was placed at a somewhat low priority as a result <br /> of the Community Development Program Task for Studies , it was suggested <br /> that the Committee consider the utilization of these funds for the com- <br /> pletion of Canyon Park . Additionally , it was pointed out to the Com- <br /> mittee that a source of funding of approximately $39 , 000 was forth - <br /> coming from the Block Grant Allocations under the Roberti -Z ' Berg Urban <br /> Open Space and Recreation Program as providied for it by SB174 . These <br /> funds should become available sometime during mid 1977 . An additional <br /> source of funding would be forthcoming from the recently approved 1976 <br /> State Park Bond Issue which allocates funds for local use . It is anti - <br /> cipated that approximately $ 200 , 000 will be available to the City from <br /> this source . These funds possibly could become available sometime during <br /> fiscal year 1977 -78 . These sources together with possible utilization of <br /> - 10- <br />
