TO : Parks & Recreation Commission <br /> FROM : Design & Development Committee - Chairman Weintraub <br /> DATE : April 11 , 1977 <br /> SUBJECT : CANYON PARK <br /> The Design & Development Committee met on April 11 , 1977 . Those pre- <br /> sent were Commissioners Weintraub , Knecht and Buckhout . <br /> The Committee met to discuss the status of the construction of the <br /> first phase of the park as well as how the recent mandatory constraints , <br /> resultant from the drought , affected the proposed construction . A brief <br /> review of the nearly completed construction drawings was also presented . <br /> It was pointed out to the Committee that the moratorium on any landscape <br /> planting together with the inability to acquire new irrigation hookups <br /> would have a serious adverse affect on the feasibility of proceeding <br /> with the Phase I construction at this time . Without the ability to <br /> stabilize graded slopes with turf and other plantings , it was felt that <br /> erosion , both wind and water , could result in expensive repair when the <br /> drought was over . Additionally , current budget limitations do not pro - <br /> vide for additional manpower for the care and maintenance of the new park <br /> area . <br /> In that there are many ramifications of the delay of the project , the <br /> Committee agreed that the matter should be discussed with the Commission <br /> at their meeting of April 13 , 1977 , so that greater input could be received <br /> and various options could be discussed . The Committee , therefore , chose <br /> not to make any final recommendations to the Commission at this time . <br /> • <br /> - 6 - <br />
