Commissioner Weintraub nominated Commissioner Anderson for the office <br /> of Vice-Chairman . <br /> MOTION : Commissioner Schlesinger moved to close the <br /> nominations and that Commissioner Anderson be <br /> elected by unanimous vote , seconded by Commis - <br /> sioner Knecht , Motion carried by unanimous <br /> voice vote . <br /> Commissioner Weintraub nominated Commissioner Buckhout for the office <br /> of Secretary . <br /> MOTION : Commissioner Pound moved that the nominations <br /> be closed and that Commissioner Buckhout be <br /> elected by unanimous vote , seconded by Commis - <br /> sioner Knecht . Motion carried by unanimous <br /> voice vote . <br /> The chair was turned over to Commissioner Schlesinger . <br /> Commissioner Weintraub congratulated Commissioner Pound on a successful <br /> year as Chairman . Commissioner Pound extended her thanks to the Com- <br /> mission for their support during the year . <br /> REPORTS <br /> REPORT ITEM 1 . Design and Development Committee <br /> MOTION : Commissioner Pound moved to accept the Design <br /> and Development Committee Report , seconded by <br /> Commissioner Weintraub . Motion carried unani - <br /> mously by voice vote . <br /> REPORT ITEM 2 . Monthly Reports <br /> Mr . Weeks indicated that efforts are underway with the attorneys of the <br /> bonding company to move more swiftly in obtaining a contractor for com- <br /> pleting the Mezes and Redwood Shores Park projects . Commissioner Pound <br /> felt that the bad job that the City received might be a result of the <br /> City awarding to the low bidder . Mr . Weeks indicated that awarding to <br /> the low bidder does not necessarily mean that the job is not going to <br /> be done properly . At the time of the contract award , the City had no <br /> reason to assume the contractor would not provide a full and complete <br /> job . <br /> Chairman Schlesinger asked if the City was open to litigation if the <br /> City refused to award to the low bidder . Mr . Weeks indicated that the <br /> City states in the information for bidders that " the contract will be <br /> - 3 - <br />
