Commissioner Weintraub nominated Commissioner Anderson for the office of Vice-Chairman . MOTION : Commissioner Schlesinger moved to close the nominations and that Commissioner Anderson be elected by unanimous vote , seconded by Commis - sioner Knecht , Motion carried by unanimous voice vote . Commissioner Weintraub nominated Commissioner Buckhout for the office of Secretary . MOTION : Commissioner Pound moved that the nominations be closed and that Commissioner Buckhout be elected by unanimous vote , seconded by Commis - sioner Knecht . Motion carried by unanimous voice vote . The chair was turned over to Commissioner Schlesinger . Commissioner Weintraub congratulated Commissioner Pound on a successful year as Chairman . Commissioner Pound extended her thanks to the Com- mission for their support during the year . REPORTS REPORT ITEM 1 . Design and Development Committee MOTION : Commissioner Pound moved to accept the Design and Development Committee Report , seconded by Commissioner Weintraub . Motion carried unani - mously by voice vote . REPORT ITEM 2 . Monthly Reports Mr . Weeks indicated that efforts are underway with the attorneys of the bonding company to move more swiftly in obtaining a contractor for com- pleting the Mezes and Redwood Shores Park projects . Commissioner Pound felt that the bad job that the City received might be a result of the City awarding to the low bidder . Mr . Weeks indicated that awarding to the low bidder does not necessarily mean that the job is not going to be done properly . At the time of the contract award , the City had no reason to assume the contractor would not provide a full and complete job . Chairman Schlesinger asked if the City was open to litigation if the City refused to award to the low bidder . Mr .
