The second year ( 77 - 78 ) of SB174 - $39 , 021 <br /> Block Grant funds are now available to Redwood City and can be <br /> applied for immediately . These funds require 25% matching funds <br /> from the applicant agency . <br /> B . SB174 Need Basis Grants - $52 , 940 ( est . ) <br /> In our most recent ( July 27 ) conversations with the representative <br /> from the State Grants Office , the Department has been encouraged <br /> with good chances for success to apply for Needs Basis Grants <br /> which are available under the provisions of S8174 . These grants <br /> also require 25% matching funds from the applicant agency . Project <br /> criteria for these funds are slightly different than for the Block <br /> Grants and our selection of possible projects takes this into con - <br /> sideration . ( Socio- economic , ethnic composition , density , inadequacy <br /> of facilities , etc . ) <br /> III . Expenditure Proposal <br /> A . The Canyon Park , Red Morton Park , National Guard Armory and Community <br /> Pool projects would remain as indicated . <br />
