It is proposed that these uncommitted Capital Outlay funds be <br /> utilized to begin the immediate design and construction drawings <br /> for the Red Morton Park project . The 1974 State Park Bond funds <br /> will not be available until July 1 , 1978 . If the design and <br /> engineering is completed prior to that date then the project can <br /> go to bid immediately upon receipt of the funds . Barring any <br /> unforeseen problems , construction could then begin in late August <br /> after the completion of the softball and baseball seasons . If <br /> design and engineering must await receipt of the bond money then <br /> it is unlikely that any construction could begin prior to January <br /> of 1979 . There could be even further delay depending upon base - <br /> ball use schedule . Utilization of this money will also allow the <br />
