It should be noted that design and engineering expenditure <br /> which occur prior to execution of the grant agreements are not <br /> refundable from grant funds . It is estimated that planning and <br /> engineering costs for the Red Morton project would approximate <br /> $16 , 200 . This would leave an approximate uncommitted balance <br /> of $4 , 918 in the Capital Outlay funds . <br /> E . This plan not only completes all projects anticipated in the <br /> 1977 -78 Capital Improvement Program but allows the opportunity <br /> to attempt to secure additional park development funds through <br /> the State Needs Basis Grant . Should this attempt be unsuccess - <br /> ful the $17 , 645 in matching funds for those grants could be used <br /> in development or held over as matching funds for future grant <br /> projects such as the SB174 Block Grant which will be available <br /> in 78- 79 . <br />
