Chairman Schlesinger asked what stimulated this element to be required . Ms . Raud explained that when Revenue Sharing came about , it was felt that a Human Services Element of the General Plan would assist the Council to recognize the social needs of the citizens of Redwood City and provide a guideline to meet these needs . As the discussion progressed , the Commissioners brought up such topics as : The City as a broker , but not as a provider . This way the City would negotiate with the provider to provide needed services or improve established services . Land banks for low- cost housing . Where would the land come from . Agencies which are now providing some of these services . Would the City be a " broker " to them . The need for vocational training along with employment counseling and job referral . The need to teach the students how to live once out of high school and not just teach academic studies . At the conclusion of the discussion , the Commission expressed general agreement with the plan and its intent ; however , the following recom- mended changes were submitted for consideration : 1 ) On page 15 , change the last sentence of the last paragraph to read : There are an inadequate number of recreation or social centers in the City whose primary purpose is to accommodate the special needs of youths . 2 ) On page 18 , change the first sentence of the second paragraph under Section E to read : The City Council , the Planning Commission , the Park and Rec - reation Conunission , the Civic Cultural Commission , and the Housing and Human Services Committee ( Committee ) should pro- mote community participation in the review and revision of identified human service needs of the community on a regular basis . 3 ) On page 20 , change Proposal 4 . d . , to read : The Committee should urge the school districts to provide alternative education for those students who may not be college bound . - 2 -
