TO : Parks & Recreation Commission <br /> FROM : Operational Policies Committee-Chairman Schlesinger <br /> DATE : July 20 , 1977 <br /> SUBJECT : BUILDING OPERATIONS - DEPOSIT FEES <br /> The Operational Policies Committee met on July 20 , 1977 . Those present <br /> were Commissioners Schlesinger and Hayes . Commissioner Anderson was <br /> absent . <br /> The Committee met to discuss with the staff the continuing problems <br /> relative to clean- up and damage which are being experienced as a result <br /> of the heavy use of the Community Activities Building and the Veterans <br /> Memorial Building by private groups . The present group priority system <br /> for use of the facilities categorizes the wedding receptions , private <br /> parties , etc . into Group VI , which requires the basic use fees together <br /> with a $50 deposit . The deposit may be refunded in all or in part depend- <br /> ing upon the amount of extraordinary work required to clean- up or set-up <br /> the facilities as well as provide for reimbursement for damages if they <br /> occur . Our staff is experiencing an increase in the abusive use of the <br /> facilities as well as a greater clean - up problem which results in a greater <br /> cost than the $50 deposit will cover . The efforts to receive further <br /> reimbursement for covering these costs have met with little success . It <br /> was pointed out to the Committee as an example , the incident of a recent <br /> wedding reception which resulted in a $60 damage to one table in addition <br /> to the need for extra clean-up time which completely utilized the $50 <br /> deposit . Efforts are currently under way to collect for the damages . <br /> It is difficult to ascertain the most appropriate amount to require as <br /> a deposit in that one can never predict what the condition of the build - <br /> ing facility will be at the conclusion of an event . It was suggested to <br /> the Committee , however , that the deposit be increased from $50 to $ 100 , <br /> which it is hoped will result in a greater incentive to the groups using <br /> the facility to exercise greater care in their use of public buildings . <br /> In that this deposit is imposed only upon Group VI activities (wedding <br /> receptions , private parties , etc . ) it is not felt that this increase in <br /> the deposit will impose any hardship on those groups wishing to use the <br /> public facilities for these activities . It was pointed out to the Com- <br /> mittee that it was not the intent of the staff to limit the use of the <br /> facilities , but rather to better protect the public ' s investment . <br /> At the conclusion of the discussion , the Committee unanimously agreed <br /> that the deposit required from Group VI activities be increased from <br /> $50 to $ 100 and urges the Commission ' s recommendation of this increase <br /> to the City Council . <br /> - 5 - <br />
