TO : Parks and Recreation Commission <br /> FROM : Design & Development Committee- Chairperson Weintraub <br /> DATE : July 26 , 1977 <br /> SUBJECT : REVIEW OF CAPITAL IMPROVEMENT PROGRAM FOR FISCAL YEAR 1977 -78 <br /> The Design and Development Committee met on July 26 , 1977 . Those present <br /> were Commissioners Knecht , Buckhout and Schlesinger . Commissioner Schlesinger <br /> was sitting in for Committee Chairperson Weintraub who was on vacation . <br /> The Committee met to receive an update of the Proposed Parks & Recreation <br /> Capital Improvement Program for fiscal year 1977 -78 . It was pointed out <br /> to the Committee that the approved projects included the Canyon Park pro - <br /> ject to be funded through the 1976 State Park Bond Act ; Red Morton Park <br /> Development to be funded through the 1974 State Park Bond Act ; the Palm <br /> Park Project to be funded by a State Grant ( SB174 ) , Revenue Sharing and <br /> Capital Outlay Funds ; the Community Swimming Pool improvements to be funded <br /> by the Sid Herkner Fund and Revenue Sharing ; and the possible acceptance <br /> of the present Armory Building for which Revenue Sharing funds were allo - <br /> cated to assist in the relocation of the National Guard facilities . <br /> The Committee was advised that the application process for securing the <br /> funds from both State Bond issues and the SB174 Grant has been initiated <br /> and every attempt is being made to meet the application deadlines so that <br /> funds will be approved for the projects in the State Budget for fiscal <br /> year 1978-79 . This application process was reviewed with the Committee <br /> and the various requirements for the projects were discussed . It was <br /> pointed out that the most critical deadline was that for the 1974 Bond <br /> money which is September 15 , 1977 . The application process includes a <br /> project development description which requires a breakdown of the various <br /> elements to be accomplished in the project together with preliminary cost <br /> estimates . In that these funds are to be expended in the Red Morton Park , <br /> several options for the continued development of the park were discussed . <br /> In keeping with previous discussions concerning the development of the park <br /> by the Commission , it was felt that the priorities for continued development <br /> include the relighting of the softball facilities , construction of family <br /> and group picnic facilities , the expansion and redevelopment of the play <br /> area near Valota , and the improvement of the parking facilities near the <br /> Red Morton Recreation Center . The Committee considered several options <br /> which the staff presented relative to these elements . The primary effort <br /> was to get as much done as possible within the fund limitation of $204 , 600 . <br /> After much discussion , the following option , together with preliminary <br /> estimates was agreed upon and is recommended : <br /> - 6- <br />
