MOTION : After considerable discussion , Commissioner Pound <br /> moved to accept the Operational Policies Committee <br /> Report and its recommendation to increase the deposit <br /> fees from $50 to $100 , and that the Department inves- <br /> tigate the other fee structures with the possibility <br /> of revising the total fee structure . Commissioner <br /> Buckhout seconded the motion , and the motion carried <br /> unanimously by voice vote . <br /> AGENDA ITEM 3 . Review of Capital Improvement Program for Fiscal Year 77-78 <br /> Mr . Weeks reviewed the Design and Development Committee Report of July 26 , <br /> 1977 , for the Commission . He informed the Commission that the Department <br /> has been in direct contact with the state representative for the applica- <br /> tion process for funds from the 1974 and 1976 State Park Bond Acts as well <br /> as the Block Grant Program established by SB174 . <br /> The Committee had reviewed the application process as well as the various <br /> requirements for the projects which were being proposed . It was pointed <br /> out that the date of September 15 , 1977 , was the most critical deadline <br /> and involved both the 1974 and 1976 State Park Bond grant programs . The <br /> deadline for the projects to be funded by the SB174 State grant program <br /> is October 1 , 1977 . Additionally , it was pointed out that the SB174 <br /> program required 25 percent matching funds from the City . <br /> Mr . Weeks reviewed the Committee ' s recommendation for the expenditure of <br /> the state funds in Red Morton Park and also reviewed the Canyon Park <br /> Development which will also utilize state funds . <br /> Mr . Weeks then reviewed the Proposed Expenditure Plan for the 1977-78 <br /> Capital Improvements Program . This plan basically involves the Palm <br /> Park project . The Commission was advised that resultant from recent <br /> conversations with representatives from the State Department of Parks <br /> and Recreation , administrator of the state grants , every indication <br /> was that the City can and should take advantage of additional funding <br /> which is now available through the provisions of SB174 and that the <br /> expenditure plan proposes utilizing both the 1976-77 and the 1977-78 <br /> SB174 funds for the construction of Palm Park . Additionally , the plan <br /> allowed the City to apply for a Needs Basis Grant for the initial phases <br /> of the reconstruction of the play areas at Spinas Park and Fleishman Park . <br /> It was pointed out that the proposed plan of expenditure not only completes <br /> all projects anticipated in the 1977-78 Capital Improvement Program , but <br /> allows the opportunity to attempt to secure additional park development <br /> funds through the State SB174 Needs Basis Grant . <br /> During the discussion of the proposals , Commissioner Anderson expressed <br /> a concern that it has been difficult to complete projects and that <br /> perhaps current projects should be completed before new ones are started . <br /> It was pointed out that it is nearly impossible to get sufficient funds <br /> to completely build a park area all at one time and that most park pro- <br /> jects are phased for completion over several years . In that the project <br /> criteria for the Needs Basis Grant funds are depended upon such matters <br /> -3- <br />
