as the socio-economic conditions , ethnic composition , population density <br /> and inadequacy of facilities , it was felt that the Fleishman and Spinas <br /> Parks would have a better chance to qualify for the funds than park areas <br /> in the western portion of the City . <br /> MOTION : At the conclusion of the discussion , Commissioner <br /> Pound moved , seconded by Commissioner Buckhout to <br /> accept the Design and Development Committee report <br /> and recommendations , along with the Proposed Expendi - <br /> ture Plan and recommend to the City Council approval <br /> of the Proposed Expenditure Plan for the Capital <br /> Improvement Program for fiscal year 1977-78 . The <br /> motion carried unanimously by voice vote . <br /> REPORTS <br /> REPORT ITEM 1 . Design & Development Committee <br /> This report was presented and acted upon as indicated in Agenda Item 3 . <br /> REPORT ITEM 2 . Operational Policies Committee <br /> This report was presented and acted upon as indicated in Agenda Item 2 . <br /> REPORT ITEM 3 . Monthly Reports <br /> Mr . Weeks indicated that the work at Redwood Shores park areas will be <br /> started soon . <br /> Commissioner Pound felt that too much planting had been done in the <br /> initial Redwood Shores development and inquired if any transplanting <br /> could be done . Mr . Weeks replied that the City has accomplished a great <br /> deal of thinning out in the area , but any transplanting of present plant <br /> material would be too costly and quite risky due to the size and age of <br /> the material . <br /> MOTION : Commissioner Buckhout moved to accept the monthly <br /> reports , seconded by Commissioner Anderson . The <br /> motion carried unanimously by voice vote . <br /> ROUND TABLE <br /> Commissioner Pound indicated that Redwood Shores was having a Biatholon , <br /> an event which involves running and swimming , on Sunday , August 14 . <br /> -4- <br />
