Discussion continued on the progress of other projects : Mr . Weeks indicated that Palm Park has been designed for Phase II and funds should be available to the City in January , 1978 . He further indi - cated that Canyon Park is practically designed , yet reevaluation will be needed again by the Design & Development Committee . The drought is still the main deterrent for the development of the park . Mr . Weeks reminded the Commission of the constraints for the use of the 1974 and 1976 State Park Bond funds ( the money must be used on pro - perty that is owned by the City or upon which the City has a 25 year irrevocable permit or lease ) . The Hetch - Hetchy Right-of-Way could present a problem pertaining to this constraint . Mr . Weeks reviewed the three options available to the City that were previously noted in the September 14 , 1977 minutes . Discussion continued on these three options . The funds from the Needs Basis Grant for Fleishman and Spinas Parks are expected some time in mid 1978 , if the projects are approved . MOTION : Commissioner Weintraub moved , seconded by Commissioner Knecht that the recommendations of the Design & Development Committee be accepted including the development of the elements in Phase IV and continuation of the services of Singer & Hodges , Landscape Architects . The motion carried unanimously by voice vote . Mr . Weeks commented on the status of the Armory project indicating that it is currently being negotiated with the State National Guard representatives . He also commented on the Community Park Swimming Pool project . He indicated that the probate of the Herkner Will would be closed soon and the gift of funds for the swimming pool project should be avail - able to the City within the next few months . REPORTS Mr . Weeks indicated that the Redwood Shores project is moving along and work is expected to be completed soon . He also commented on the resignation of Park Supervisor , Peter Griffiths , who left the City to take on a position as Manager of Grounds and Main- tenance Operations with the City of Mountain View . Mr . Griffiths con - tributed significantly to the success of the Department ' s operations . MOTION : Commissioner Pound moved , seconded by Commis - sioner Weintraub , to accept the monthly reports . The motion carried unanimously by voice vote . - 3 -
