Discussion - Status of Capital Improvement Program- FY77 -78 <br /> Mr . Weeks updated the Commission on the application process for state funds <br /> and indicated that the applications for the 1974 State Park Bond Act for <br /> Red Morton Park and 1976 State Park Bond Act for Canyon Park have been <br /> forwarded to the State Department of Parks & Recreation in Sacramento . <br /> Upon talking to the representative in Sacramento , the Department is <br /> optimistic that the funds applied for would be received . <br /> One of the constraints for the use of both the 1974 and the 1976 State <br /> Park Bond money is that the money must be used on property that is owned <br /> by the City , or upon which the City has a 25 year irrevocable permit or <br /> lease . This could present a problem pertaining to the Hetch -Hetchy Right- <br /> of-Way at Canyon Park . The City possesses only a revocable permit for its <br /> use at this time . There are possibly three options available . The first <br /> option is to obtain the required permit from the San Francisco Water <br /> Department . Secondly , to negotiate an agreement with the State that State <br /> money will only be spent on City owned property and that money for the <br /> -2 - <br />
