It was pointed out that <br /> it is quite difficult to arrive at comparable fees with other agencies <br /> because of the differences in the services rendered and the facilities . <br /> Upon conclusion of the discussion , Commissioner Pound moved to accept <br /> the Operational Policy Committee Report , seconded by Commissioner <br /> Weintraub , and to recommend to the Council their approval of the follow- <br /> ing recommendations : <br /> I . That for use Groups IV and V ( non-profit community organizations ) <br /> a . Raise single room charge to coincide with current minimum <br /> custodial rate ( 5 . 50/ hr . ) <br /> b . Raise the two room fee from $5 . 00 to $7 . 50/ hr . <br /> c . Raise the three room fee and the Redwood Room (Veterans <br /> Building ) fee from $7 . 50 to $9 . 50/ hr . <br /> II . That for use Group VI ( private groups ) <br /> a . Raise deposit from $ 50 to $ 100 . ( Approved by Commission <br /> August 10 , 1977 ) <br /> b . Raise single room fee from $ 25 to $50 . <br /> c . Raise two room fee from $50 to $95 . <br /> d . Raise three room fee and Redwood Room fee from $75 to $ 125 . <br /> III . Rule changes <br /> a . That all reservations must be made one ( 1 ) full work week <br /> in advance of required date . <br /> b . All groups serving food and beverages must reserve the <br /> kitchen in addition to the room or rooms being used . <br /> The motion carried unanimously by voice vote . <br /> AGENDA ITEM 2 . Discussion - Status of Capital Improvement Program- FY77 -78 <br /> Mr . Weeks updated the Commission on the application process for state funds <br /> and indicated that the applications for the 1974 State Park Bond Act for <br /> Red Morton Park and 1976 State Park Bond Act for Canyon Park have been <br /> forwarded to the State Department of Parks & Recreation in Sacramento . <br /> Upon talking to the representative in Sacramento , the Department is <br /> optimistic that the funds applied for would be received . <br /> One of the constraints for the use of both the 1974 and the 1976 State <br /> Park Bond money is that the money must be used on property that is owned <br /> by the City , or upon which the City has a 25 year irrevocable permit or <br /> lease . This could present a problem pertaining to the Hetch -Hetchy Right- <br /> of-Way at Canyon Park . The City possesses only a revocable permit for its <br /> use at this time . There are possibly three options available . The first <br /> option is to obtain the required permit from the San Francisco Water <br /> Department . Secondly , to negotiate an agreement with the State that State <br /> money will only be spent on City owned property and that money for the <br /> -2 - <br />
