9.A. - Page 6 <br /> • Validation capability <br /> • Integration among technology systems (e.g. gated facilities, pay by space <br /> meters, single space meters) <br /> • Reliable data and easy to use reports <br /> • Integration between meters and enforcement <br /> • Ticket processing /online payment <br /> • Highest level of PCI compliance <br /> • Networking capabilities to report fund levels and maintenance issues <br /> The next step is for staff to issue a request for proposals /qualifications (RFP /RFQ) to <br /> select new parking technology that involves direct feedback from the public and City <br /> Council. <br /> Evaluation & Monitoring <br /> Staff continues to monitor the following components of the parking program to support <br /> the active management of our parking resources: <br /> • Permit parking supply (percent of permits sold, midday occupancy, and permit <br /> rates for each facility) <br /> • Parking garages (occupancy by time of day, transaction volumes, and revenue) <br /> • Off - street parking lots (midday occupancy, transaction volumes) <br /> • Core, on- street parking supply (midday occupancy, transaction volumes) <br /> • Periphery, on- street parking supply (midday occupancy, revenue) <br /> Staff has a variety of tools for monitoring the performance of the parking supply. Many <br /> of these tools provide a relatively low cost, low level of effort snapshot of one piece <br /> system that can be used as a proxy for system -wide performance. An example of this <br /> would be Streetline's in- pavement sensors which provide detailed data on occupancy by <br /> time of day for a subset (roughly 100 spaces on Broadway and Jefferson) of the core, <br /> on- street parking supply that can be used to approximate the performance of on- street <br /> parking in the core. Staff data collection can also be used to assess occupancy rates <br /> periodically for subsets of the parking supply. <br /> A more comprehensive picture of system performance requires a robust data collection <br /> process, similar to what was used for the parking study. The City would typically <br /> complete this through a consultant contract. "Parking Update Report Outline" <br /> (Attachment 7) is a sample report that we could use to update Council as to the state of <br /> the parking program following such a comprehensive data collection effort. Staff plans <br /> to complete such a study and provide an update report to the Council on an annual <br /> basis. Staff will return to Council outside of this reporting period when significant <br /> changes are being made to the parking program. <br /> Page 6 of 11 <br />
