9.A. - Page 6
• Validation capability
• Integration among technology systems (e.g. gated facilities, pay by space
meters, single space meters)
• Reliable data and easy to use reports
• Integration between meters and enforcement
• Ticket processing /online payment
• Highest level of PCI compliance
• Networking capabilities to report fund levels and maintenance issues
The next step is for staff to issue a request for proposals /qualifications (RFP /RFQ) to
select new parking technology that involves direct feedback from the public and City
Council.
Evaluation & Monitoring
Staff continues to monitor the following components of the parking program to support
the active management of our parking resources:
• Permit parking supply (percent of permits sold, midday occupancy, and permit
rates for each facility)
• Parking garages (occupancy by time of day, transaction volumes, and revenue)
• Off - street parking lots (midday occupancy, transaction volumes)
• Core, on- street parking supply (midday occupancy, transaction volumes)
• Periphery, on- street parking supply (midday occupancy, revenue)
Staff has a variety of tools for monitoring the performance of the parking supply. Many
of these tools provide a relatively low cost, low level of effort snapshot of one piece
system that can be used as a proxy for system -wide performance. An example of this
would be Streetline's in- pavement sensors which provide detailed data on occupancy by
time of day for a subset (roughly 100 spaces on Broadway and Jefferson) of the core,
on- street parking supply that can be used to approximate the performance of on- street
parking in the core. Staff data collection can also be used to assess occupancy rates
periodically for subsets of the parking supply.
A more comprehensive picture of system performance requires a robust data collection
process, similar to what was used for the parking study. The City would typically
complete this through a consultant contract. "Parking Update Report Outline"
(Attachment 7) is a sample report that we could use to update Council as to the state of
the parking program following such a comprehensive data collection effort. Staff plans
to complete such a study and provide an update report to the Council on an annual
basis. Staff will return to Council outside of this reporting period when significant
changes are being made to the parking program.
