9.A. - Page 7
Employee Survey
Working with the San Mateo Traffic Congestion Relief Alliance and 511(the Bay Area's
public portal for traffic, transit, rideshare, and bicycling information), staff will administer
an employee survey to employers based in Downtown Redwood City. We will return
with an update once it has been completed and analyzed.
Short -term parking
One of the topics raised by the Parking Advisory Committee was an interest in more
short -term parking spaces (20 minute spaces per City code), also called "Grab & Go"
spaces, in the core of Downtown. Interest in these spaces stems from the desire of
some retail stores and restaurants to provide patrons with parking spaces for quick trips.
Because the goal of our market -based pricing program is to ensure that there is a
parking space available on each block — parking spaces should be available to meet the
demand for quick trips. Data from our on- street sensors and the parking study suggest
that a majority of trips to Downtown are already quite short (52% of trips on certain
blocks of Broadway and Jefferson are under 30 minutes; 75% of parking sessions in the
core are for less than 2 hours). Therefore, the demand for these spaces would quickly
outstrip the potential supply.
The Economic Development /Downtown Subcommittee recommended and staff concurs
that we should continue to monitor parking availability on- street, discuss ongoing
interest in these zones with the Parking Advisory Committee and Downtown
businesses. "Grab and Go" spaces can then be reconsidered when additional parking
supply becomes available with the opening of Crossing /900.
ADA spaces
In response to requests from City Council, staff has reviewed the number and location
of accessible parking spaces in Downtown. The attached map, from the 2013 parking
study, shows all parking in the Downtown, along with the number of accessible spaces
per facility or block face. Accessible parking is provided in all public, off - street parking
facilities and in some on- street locations Downtown as well (typically installed in
response to a request).
Although the City currently provides accessible, on- street spaces, they are not required
by federal law. However, there are proposed rules to change this (no information is
available on when this ruling might go into effect). The proposed federal requirements
would require a certain number of accessible spaces based on total number of spaces
Page 7 of 11
