As currently proposed, access aisles would be required next <br /> to angled parking and a 5' access aisle next to parallel parking where sidewalks are <br /> wider than 14' (essentially creating a `bulb -in' next to the parking space). <br /> With a valid ADA placard, a parking customer is exempt from parking time limits, can <br /> park at on- street metered spaces at no charge, and park in residential permit areas. <br /> These exemptions can lead to widespread abuse of ADA placards in some communities <br /> (typically where rates are highest or parking is in high demand). <br /> Parking Advisory Committee suggested providing loading zones where there is potential <br /> for large numbers of people with limited mobility instead of increasing the number of on- <br /> street accessible spaces because they can accommodate more people. <br /> Staff recommends continuing to meet federal accessible parking requirements as new <br /> rules are propagated and as new parking facilities are built, and to respond to specific <br /> requests from the community. <br /> Bicycle Parking <br /> Over the last year staff has added six new bicycle racks in Downtown at the following <br /> locations: <br /> • 702 Marshall (Citi Bank) <br /> • 2000 Broadway (Young's Candy Shop) <br /> • 700 Winslow <br /> • 2603 Broadway (Peace Bank Yoga) <br /> • 935 Brewster (Back Yard Coffee) <br /> Demand for additional bike parking has been identified at the following locations: <br /> • Winslow and Broadway (Pamplemousse and Turn) <br /> • Hamilton and Broadway (Le Boulanger) <br /> • Main Street between Broadway and Middlefield <br /> Staff recommends continuing to monitor bicycle activity Downtown and installing racks <br /> as warranted and as space allows. <br /> Public Use of Private Off - street Parking (Walnut Creek example) <br /> Walnut Creek allows private property owners to issue parking fees in their off - street <br /> parking facilities (a delegation of the City's police powers). According to Bob Power, <br /> owner of Regional Parking, Inc., this allows property owners to better manage their <br /> parking supply and incentivizes them to make their parking available to the broader <br /> public.
