9.A. - Page 9 <br /> facility, whether it is through parking meters, valet parking, or permit parking, which <br /> includes the issuing and processing citations. Two examples are: <br /> • Plaza Escuela Parking Garage - parking meters were installed on the lower floors <br /> with the remaining upper floors free — which successfully shifted employees away <br /> from the prime spaces and into the upper floors. <br /> • One Walnut Creek Center — facility is managed dynamically through the app <br /> ParkMe where the owner decides how many spaces to make publicly available <br /> and under what terms. They currently offer hourly, daily, and monthly paid <br /> parking as well as allowing parkers to reserve a space. <br /> Mr. Power has been successful in getting participation from property owners (including <br /> banks) in the communities where this approach has been applied (Walnut Creek, <br /> Concord, Pleasant Hill, Contra Costa County). <br /> Walnut Creek's Private Parking Lot Ordinance has been in place since 1999 and <br /> includes the following key elements: <br /> • Maximum fee to be levied on unauthorized vehicles <br /> • Signage requirements <br /> • Noticing requirements <br /> • Registration requirements for private parking operators and certification of off - <br /> street facilities <br /> • Dispute resolution procedures <br /> The City's need at this point is for long -term, weekday parking for employees of <br /> businesses without dedicated parking. Pursuing an approach similar to Walnut Creeks' <br /> could help address this need in the near -term, but would require staff time to develop <br /> and implement such a program. <br /> Staff recommends bringing this item to the Parking Advisory Committee to gauge the <br /> level of interest and if there is interest to identify appropriate stakeholders to engage in <br /> further discussion. <br /> ALTERNATIVES <br /> Council may choose to: <br /> 1. Make changes to the proposed Ordinance, Resolutions, and staff <br /> recommendations. <br /> 2. Not adopt the proposed Ordinance. <br /> FISCAL IMPACT <br /> Connect, Redwood City! grant funds support installation of the third car share pod of the <br /> pilot program and minimal staff time is required to oversee the installation process. <br /> Beyond the pilot program, additional staff time will be incurred to establish the program <br /> Page 9 of 11 <br />
