The after-school program is run from 2:45 to 4:00 p.m. <br /> and it is a drop-in program. Recreation nights are held on Tuesday <br /> and Thursday evenings with a program on Saturday from 10:00 to 2:00. <br /> Specific events with which the program has been involved is the Cinco <br /> de Mayo celebration, the Talent Show tryouts, and the Easter Vacation <br /> program (which was very successful ). He indicated he was still working <br /> with the Student Council from Hoover, but has found it disappointing. <br /> He feels that the racial tensions between the black and chicano groups <br /> has lessened. <br /> He pointed out the future needs of the program include a parent advisory <br /> board; the development of the master plan to turn Hoover School into a <br /> community school and center; and the coordination of activities of all <br /> community groups on the east side of town. He indicated projects are <br /> underway with various community groups: American Association of Mexi- <br /> can-American Educators; the YMCA; MOST (Motivation of Student Talent) <br /> and the Fair 0aks Community Center. <br /> He further indicated the summer program will include a tiny tot pro- <br /> gram in the mornings and in the afternoons a pre-teen and teen program <br /> will be conducted including organized activities, crafts, and excursions <br /> to various places. <br /> After considerable discussion relative to the master plan and the advi- <br /> sory corr�nittee, Mr. Weeks thanked Dane for attending the meeting and <br /> updating the Commission on his program. <br /> AGENDA ITEM 2 DISCUSSION - AB 3653 (CRAVEN) - MAJOR QUIMBY ACT <br /> - RESTRICTIONS PROPOSED - STAFF <br /> Mr. Weeks indicated that the memo which was distributed to the Commis- <br /> sioners gave a background of the Assembly Bill . He further indicated <br /> that annually a group tries to reverse the Quimby Act and the munici- <br /> palities try to prevent it. It was pointed out that Redwood City did <br /> not as yet have a land dedication or assessment fee ordinance, however, <br /> he felt the Commission should consider recommendations to the City <br /> Council to support the defeat of AB 3653 at the appropriate time to <br /> do so. <br /> Mr. Weeks indicated the Quimby Act allows cities to enact ordinances <br /> requiring the dedication of land by developers for park and recreation <br /> purposes or fees in leiu of the land if such action was in accordance <br /> with the general park and recreation plan of the cities. It was <br /> pointed out that the Craven Bill would seriously constrain the ability <br /> of cities to set their own standards and schedule their own development <br /> �y imposing state standards and controls. It was the concensus of the <br /> Commission that AB 3653 threatens local control . <br /> -2- <br />
