In order to take advantage of the
Herkner donation, the proposal being made is to transfer the state pro-
ect money established for Canyon Park to the Community Park Pool pro-
ject.
Mr. Weeks further indicated that he has been in contact with the State
Department of Parks and Recreation to find aut if this transfer is
possible. The State found no problem with doing so, and encouraged
the transfer. The State representative indicated that if the proposed
legislation being introduced by Senator Roberti is approved, which will
authorize the transfer of State funds to other qualified projects,
funds for the project may be available in September of 1978.
Commissioner Pound inquired as to who originally cancelled the Canyon
Park Project from the budget. Mr. Weeks indicated that the City Council
during the "Jarvis" budget hearings cancelled the Canyon Park Project
from the Capital Improvement Program. He pointed out that the Council
cut the project not only because of the $35,000 required for developing
the Hetch-Hetchy Right-of-Way, but also because of the increase in
maintenance that the park would require.
Mr. Weeks conveyed his concern of losing the total amount of money,
$291 ,273, and both projects. Corrnissioner Weintraub felt that we
would not lose the money if the projects were not done. She felt
that the Canyon Park project was not dead and that we could use some
of the funds available to take a creative look at the area and develop
a portion of the park on a low maintenance standpoint. She felt it
wou]d not be a good idea to transfer the funds to the Community Pool
Project as she felt that Canyon Park would never be de:veloped. She
suggested in that State money cannot be used on the Hetch-Hetchy
Right-of-Way, that strip of land should be eliminated from the plans
and develop the rest of the property.
Mr. Weeks indicated that the park would need to be redesigned if the
Hetch-Hetchy strip was removed from the plans due to the grading needed.
Commissioner Weintraub suggested a consultation with Phil Singer, Land-
scape Architect for the project, to determine what could be done to
the area as a low-maintenance park.
Vice-Chairman Anderson voiced his concern of the amount of housing being
built in this section of Redwood City and that there are no park areas
in this area.
Commissioner Weintraub reminded the Commission of the amount of work
that the Commission has done to get the Canyon Park Project started
and she was concerned that they seemed to be taking steps backward.
She indicated that she has been in contact with several Council mem-
bers and that they portrayed to her that if it is the Commission's
wish to continue with the Canyon Park Project, then to make a presen-
tation to the Council with the various options for the project.
-3-
