t } � Q <br /> Commissioner Weintraub inquired if the Police Youth Club had looked <br /> into using a school facility which has been closed by the district. <br /> Mr. Dowling indicated that the P.Y.C. has been established in the com- <br /> munity at the same location for 20 years and to move the facility or <br /> any portion of their activities to another area would be a disservice <br /> to the community. Mr. Spillers felt it would be detrimental to have <br /> the P.Y.C. programs spread all over the City as the programs are run <br /> by volunteers and they survive on donations from the community. <br /> Commissioner Pound inquired how many more children would be served at <br /> the P.Y.C. with the proposed expansion. Mr. Dowling felt that the <br /> attendance would probably double. <br /> Commissioner Anderson indicated that there is no question to the ser- <br /> vices the expansion would provide, but inquired if the expansion would <br /> be used to its fullest in 5 or 6 years. Mr. Spillers did not speculate <br /> as to what would happen in years to come, but indicated the need for <br /> the expansion is now. <br /> Commissioner lJeintraub voiced her concern that the park areas serve the <br /> whole community and not the youth alone. Mr. Dowling indicated that <br /> the P.Y.C. serves a variety of community groups by lending out their <br /> facilities for meetings, parties, etc. Mr. Weeks indicated that Mr. <br /> Dowling has been an important part of coordinating activities with the <br /> Department: he attends the staff ineetings, and has provided his facility <br /> for some of the Department's special interest programs. <br /> Chairman Schlesinger inquired about the effects on the park property <br /> where the proposed expansion is planned. Mr. Weeks indiCated the area <br /> is confined. The present P.Y.C. building, the swimming pool , and:the <br /> 49er fence confines the area on three sides. The side to the north is <br /> open to the existing play area and to the fence on Kiwanis Field. There <br /> is some picnicing that takes place in the area. Overall it is somewhat <br /> inaccessible so is not used to its fullest potential . <br /> Commissioner Pound inguired if the Commission needs to approve the plans. <br /> Mr. Weeks indicated that the Commission would not necessarily have to <br /> approve the building plans; however, they should take some action rela- <br /> tive to the expansion proposal . <br /> Commissioner Hayes ' questioned the actual benefits to the community on <br /> the proposed expansion. Mr. Weeks indicated that most any additional <br /> recreation facility in the City will benefit the community. The ques- <br /> tion is where and how. <br /> MOTION: Co�nissioner Knecht moved to approve tfie plans <br /> as submitted by the Police Youth Club represen- <br /> tatives. The motion failed due to the lack of <br /> a second. <br /> -2- <br />
