TO : Parks & Recreation Commission FROM : Operational Policy Committee Chairman : Commissioner Rollins DATE : February 25 , 1976 SUBJECT : BUILDING USE RULES AND REGULATIONS The Operational Policy Committee met on February 25 , 1976 . Those present were Commissioners Rollins , Weintraub , and Wilson . The Committee has been working on changes in the rules and regulations in order to more easily accommodate local service organizations in the use of building facilities . Currently reservations for a single event only constrain the service groups with respect to continued use . It was the consensus of the Committee in their January meeting that a new group category be established which would provide certain criteria for service groups . This was completed and was the subject of discussion at this meeting . It was the Staff ' s proposal that a new Group IV would be established , and would accommodate Redwood City-based community service clubs and organizations . Additionally , a Group V would be established to provide for non-profit organizations . Also Group VI would be established , which would provide for . private group use . Upon discussing the details of these proposals it was also proposed that a new fee structure be established for the building use in that costs have risen considerably since the current fee schedule was adopted . It was agreed , however , that the fee schedule matter would be deferred until a future meeting , at which time the total changes in the rules and regulations could be discussed and adopted . It was felt , however , that in order to assist the Staff in administering requests for continued use , these recommendations should be forwarded to the Commission for the March meeting . The Committee , therefore , recommends that the following group structure be approved . Group IV - Redwood City-Based Community Service Clubs and Organizations Must be non- profit , have organizational structure and membership must be over 50% Redwood City residents . Group V - Other Non-profit Organizations Must have organizational structure . Non - resident groups subject to 25% surcharge . Group IV - Private Groups
