TO : Parks & Recreation Commission <br /> FROM : Operational Policy Committee <br /> Chairman : Commissioner Rollins <br /> DATE : February 25 , 1976 <br /> SUBJECT : BUILDING USE RULES AND REGULATIONS <br /> The Operational Policy Committee met on February 25 , 1976 . Those <br /> present were Commissioners Rollins , Weintraub , and Wilson . <br /> The Committee has been working on changes in the rules and regulations <br /> in order to more easily accommodate local service organizations in the <br /> use of building facilities . Currently reservations for a single event <br /> only constrain the service groups with respect to continued use . It <br /> was the consensus of the Committee in their January meeting that a new <br /> group category be established which would provide certain criteria for <br /> service groups . This was completed and was the subject of discussion at <br /> this meeting . <br /> It was the Staff ' s proposal that a new Group IV would be established , <br /> and would accommodate Redwood City-based community service clubs and <br /> organizations . Additionally , a Group V would be established to provide <br /> for non-profit organizations . Also Group VI would be established , which <br /> would provide for . private group use . Upon discussing the details of these <br /> proposals it was also proposed that a new fee structure be established <br /> for the building use in that costs have risen considerably since the current <br /> fee schedule was adopted . It was agreed , however , that the fee schedule matter <br /> would be deferred until a future meeting , at which time the total changes in <br /> the rules and regulations could be discussed and adopted . It was felt , however , <br /> that in order to assist the Staff in administering requests for continued use , <br /> these recommendations should be forwarded to the Commission for the March meeting . <br /> The Committee , therefore , recommends that the following group structure be <br /> approved . <br /> Group IV - Redwood City-Based Community Service Clubs and Organizations <br /> Must be non- profit , have organizational structure and membership <br /> must be over 50% Redwood City residents . <br /> Group V - Other Non-profit Organizations <br /> Must have organizational structure . Non - resident groups subject <br /> to 25% surcharge . <br /> Group IV - Private Groups <br />
