7 t <br /> Chairman Knecht welcomed all the GAP students present and encouraged them <br /> to actively participate in the meeting at their discretion . <br /> AGENDA ITEM 1 . Changes in Building Use Rules and Regulations - -Operational <br /> Policy Committee <br /> Mr. Weeks indicated that the Commission had received the Operational Policy <br /> Committee report of February 25 , which summarized their meeting and presented <br /> recommendations for changes in the existing building use policy . He further <br /> stated that the Committee had been working on a series of changes , several <br /> of which were not completed - -most importantly a change in the fee structure . <br /> He indicated that the reason the Commission was being asked to respond only <br /> to this portion of the changes at this time was that the Department was <br /> under a time constraint with respect to the use of the building by civic <br /> groups . At such time as all the changes have been presented and approved <br /> by the Commission , they would be forwarded for Council adoption . <br /> MOTION : Commissioner Rollins moved to accept the recommenda - <br /> tions of the Operational Policy Committee seconded <br /> by Commissioner Aldrich . The motion carried <br /> unanimously by voice vote . <br /> AGENDA ITEM 2 . Report on California and Pacific Southwest Parks and Recrea - <br /> tion Conference- -Chairman Knecht <br /> Commissioners Knecht and Schlesinger reported on the conference which they <br /> had attended in Sacramento on February 28 and 29 . They indicated that they <br /> had attended several sessions , one of them being a session on the availa- <br /> bility of grants for parks and recreation purposes . A discussion followed <br /> regarding the availability of grants , the requirements for funding , the trend <br /> toward providing grants for regional but not local parks and recreation <br /> purposes , and the legislative activities of the California Parks and Recrea - <br /> tion Society with respect to grant funding . Mr . Weeks indicated that a <br /> Department objective for the coming fiscal year was to begin a rather <br /> intensive review of funding sources including foundation grants . <br /> Mr . Weeks further mentioned that the City had made applications for funds <br /> through the Public Works Department to provide bicycle trails and lanes . <br /> Discussion continued regarding Redwood City ' s revenue from the State Park <br /> Bond Act of 1974 , and Mr . Weeks said that the City ' s share was approximately <br /> $206 , 000 . He reminded members of the Open Space Committee that it would <br /> be necessary in the near future to reassess priorities with respect to the <br /> utilization of those funds . Mr . Weeks indicated that the City had until 1979 <br /> to take advantage of those funds . A discussion ensued as to the constraints <br /> and requirements for use of State Park Bond Act monies . <br /> Commissioners Knecht and Schlesinger quickly reviewed for the Commission <br /> other sessions which they had attended during the conference . Mr . Weeks <br /> informed the Commission that he had a copy of the program brochure which <br /> - 2 - <br />
