TO : Parks & Recreation Commission <br /> FROM : Open Space Committee <br /> Chairman : Commissioner Wilson <br /> DATE : May 5 , 1976 <br /> SUBJECT : REVIEW OF ORDINANCE #804 - CITY OF LIVERMORE <br /> The Open Space Committee met on May 5 , 1976 . Commissioners <br /> present were Commissioners Aldrich and Pound . <br /> The Committee met to discuss an ordinance of the City of <br /> Livermore which imposes a special tax on residential construction to <br /> provide revenue for parks and recreation development . This ordinance was <br /> referred to the Open Space Committee by the Chairman of the Park & <br /> Recreation Commission at the Commission meeting of April 14 , 1976 . <br /> The City of Livermore recently passed an ordinance which <br /> imposes an additional business license tax upon the business of construc - <br /> tion of residential buildings or mobile home parks in the city . The funds <br /> collected from this business license tax are to be used for land acquisition , <br /> park development , and for public improvement and facilities in the area . <br /> Upon discussing the provisions of the ordinance the Committee realized <br /> that the City of Livermore is still a growing city and that the increasing <br /> development of land in that area creates a need for the development of <br /> parks and for the acquisition of other public improvements and facilities <br /> which differ considerably from Redwood City . Redwood City is not a grow- <br /> ing city which is experiencing a great deal of residential construction <br /> except possibly in the Redwood Shores area and possibly in the future <br /> the waterfront area along the bay . The Committee felt that the park and <br /> recreation facilities for these areas could be provided for through future <br /> land subdivision requirements for the dedication of public park areas where <br /> the increase in population density in the city by the development would have <br /> an impact on future park areas . <br /> The Committee concluded that since residential construction <br /> throughout the major portion of the city is quite sporadic and minimal , <br /> it would be unfair to impose a construction tax on these residential units . <br /> Furthermore , in terms of the small number of units being constructed , it <br /> was felt that revenue from this taxing source would be very minimal . <br /> Upon completing the review of the Livermore ordinance , the <br /> Committee recommends that the Commission take no action at this time toward <br /> recommending a similar tax for Redwood City . It was the Committee ' s feeling , <br /> however , that studies be continued with respect to arriving at revenue <br /> sources . <br /> -6- <br />
