. ,r `vrr
not wish to change its ;meeting location as it had been meeting at the
Coi►nnunity Activities Building for several years. He referred to the
Stamp Show which had been conducted by the Club and co-sponsored by the
Parks & Recreation Department. He indicated that the weekend show had
been free to the public and had drawn an attendance of 500 to 600 per-
sons. He believed that this activity had created goodwill 'for both the
Club and the City of Redwood City. He mentioned that the Club was plan-
ning to conduct this show again in 1976.
Commissioner Rollins inquired as to the Club's current percent of resi-
dents. Mr. Rosen replied that the current percentage was in the neigh-
borhood of 20-25. Comnissioner Rollins reminded Mr. Rosen that public
facilities are in great demand in Redwood City and that Redwobd City
residents by virtue of the fact that they bear the financial burden of
building and maintaining such facilities must have priority of use. He
further inquired as to whether or not the Stamp Club met all other
requirements of the co-sponsorship policy. Ms. Will indicated that the
other requirements posed no problem.
For background pur.poses Mr. Weeks reviewed the Comnission's intent at
reviewing and revising the co-sponsorship policy. He indicated that
essentially the problem was one of availability of limited facilities
for Redwood City residents and that the Commission recognized that there
would be some groups who would have more difficulty than others in meet-
ing some of the new requirements. Accordingly, the Comnission was allow-
ing as much time as possible for current groups to comply with the require-
ments. Mr. Weeks inquired as to whether or not the Stamp Club felt a
recruitment drive would be successful in raising the percentage of resi-
dents to 70 by January 1 , 1977. Mr. Rosen responded that a recruitment
campaign aimed specificall,y at Redwood City residents was currently under-
way. He doubted, however, that even a successful campaign would raise
percentage of residents beyond the 45-50 level .
Discussion ensued and Mr. Rosen responded to Commissioners' questions
regarding the opening of inembership to youth, the status of associate
membership, the benefits derived from membership dues, the amount of
yearly membership turnover, the possibility of fund raising affairs to
pay the rental fees should the Club not qualify for co-sponsorship status,
the possibility of charging a nominal fee at the annual Stamp Show, the
number and residency status of inembers attending monthly meetings, and
the success of previous membership drives.
Discussion continued regarding the question of youth membership. Mr. Rosen
indicated that there was a youth group affiliated with the Sequoia Stamp
Club, that it meets regularly in the City of San Carlos, hat the young-
sters were not considered a part of the club membership and that the group
consisted of only 15 to 20 persons and would not have a significant effect
on changing the residency status.
Commissioner Buckhout comnented that he had participated in numerous Parks
& Recreation activities and that even though he was a longtime resident as
an adult, he had to pay the cost of whatever activities in which he parti-
cipated. He further stated that non-residents had to pay an additional
- 2 -
