� <br /> . <br /> �` � � <br /> Discussion ensued as to the desirability of the Commission devoting more <br /> time to the review of the Master Plan. Mr. Weeks suggested that if the <br /> Commission wished to study the document further their efforts could best <br /> be spent concentrating their review on the policy areas dealing with <br /> policies, ordinances, legislation, and implementation. It was pointed <br /> out that the Master Plan was a long range program and would be implemented <br /> a step at a time depending upon available funds and circumstances. <br /> The motian carried unanimously by a voice vote. <br /> Mr. Weeks indicated that a few minor corrections would be made and the <br /> final document would 'be prepared for the City Council probably in late <br /> September or early October. � <br /> The Commission thanked Mr. Cyprien for his presentation and congratulated <br /> him on an excellent report and plan. <br /> AGENDA ITEM 3 - Discussion of Committees <br /> Commissioner Schlesinger suggested that a committee should be established <br /> to deal with topics concerning the Senior Citizens Center. Mr. Weeks <br /> reminded the Commission that there was already a Senior Citizens Comnittee <br /> established and that a member of the Commission served on that Comnittee. <br /> He further stated that the Corrmittee has just about completed their work <br /> and that the architectural consultant's report is in its final draft. He <br /> stated that it was anticipated, due to the complexity of the project, that <br /> a joint Council-Commission-Comnittee meeting would be held, probably in <br /> October, to allow the consultant to make a single presentation and to <br /> allow the three bodies to deal with the matter concurrently. <br /> Mr. Weeks further indicated that there is a possibility, although slight, <br /> that the Senior Center`Project migh� qualify for Public Works Act Funds. <br /> He stated that the City staff would be having extensive discussion with <br /> the City Manager in the next few weeks concerning this new program and <br /> he would keep the Comnission posted as to what develops. <br /> Mr. Weeks indicated that Commissioner Rollins had expressed concern over <br /> his position on the Open Space Committee in that he very likely might be <br /> involved in a conflict af interest situation. After some discussion the <br /> Commission decided that it has a strong desire to retain Commissioner <br /> Rollin's expertise on the Open Space Comnittee and suggested that should <br /> a conflict of interest occur Commissioner Rollins could abstain from par- <br /> ticipating in any action on the matter. <br /> It was agreed that the Committees should proceed with their discussions <br /> concerning future objectives. <br /> AGENDA ITEM 4 - Review of Joint Comnission-Council Meeting <br /> As a follow-up to the joint meeting, Commissioners discussed their reac- <br /> tions to the Council 's cortments. The Council 's current position on the <br /> Park Dedication and Assessment Fee Ordinance was mentioned and a lengthy <br /> discussion ensued. Mr. Weeks reviewed for the Comnission the current <br /> - 4 - <br />
