2 . With the passage of SB 174 , known as the Roberti -Z ' berg Urban <br /> Open Space and Recreation Program , and the funding of this bill <br /> in the Governor ' s budget , it now appears that the state will be <br /> in a position to receive applications for the block grants avail - <br /> able to cities probably in January or February of 1977. The block <br /> grants will be allocated on a per capita basis and the present <br /> guidelines for the program indicate Redwood City could receive <br /> approximately $40 , 000 . It was pointed out that decisions for <br /> the use of these funds should be made shortly so as to not delay <br /> the application process . <br /> 3 . The staff reviewed with the Committee the latest changes in the <br /> Federal Land and Water Conservation Fund Program . Several changes <br /> were made in the program this year ; however , the most important <br /> change in the criteria for Land and Water Conservation Funds , is <br /> the earmarking of funds for less than regional projects . Until <br /> this change was made , less than regional projects were not eli - <br /> gible to compete for funds . This change will now make it possible <br /> for cities to apply for these funds for small park developments <br /> within the municpal settings . At the present time , California ' s <br /> share of the Land and Water Conservation Fund is divided 50% to <br /> state agency projects and 50% to local projects . Of the 50% to <br /> local projects , 65% will be allocated for regional projects and <br /> 35% for less -than -regional projects subject to a 10% variance in <br /> any given year based upon current needs as determined by the state <br /> liason officer . It has been determined that California will estab- <br /> lish a 75% regional and 25% less -than- regional split in the 1976- <br /> 1977 fiscal year ; however , subsequent year formula will be adjusted <br /> within the 65- 35% range . <br /> It was pointed out to the Committee that consideration should now <br /> be given to the utilization of the Land and Water Conservation <br /> Funds for assisting local park development . These are matching <br /> funds and , therefore , the City would be expected to finance 100% <br /> of the entire project . Upon completion , 50% of these expenditures <br /> would be eligible for refund to the City from the Land and Water <br /> Conservation Fund . <br /> Upon discussing the various ways and means of utilizing the possible fund- <br /> ing as outlined above , the Committee agreed that several meetings would <br /> be necessary to arrive at the priorities and the recommendations to the <br /> City Council for the utilization of these funds from state and federal <br /> sources . The staff will proceed to arrange meeting times for the Com- <br /> mittee to pursue this course of action . <br /> - 9- <br />
