Commissioner Pound stated that she thought the members of the Recreation Division should be congratulated on the efforts they have put forth in developing a " Special Needs Program" for the handicapped . Superintendent Paulson spoke briefly on the problems the staff is encountering in get - ting the program started and in keeping them going . Cornunissioner Knecht suggested to the GAP students present that getting involved in a program assisting the mental and physically handicapped would be a worthwhile and gratifying experience for any high school student . MOTION : Commissioner Weintraub moved to accept the Department Monthly Reports , seconded by Commissioner Schlesinger . The motion carried unanimously by voice vote . ROUND TABLE Commissioner Weintraub commented on an excellent article entitiled " Youth Representative Heads Commission " , which appeared in the October issue of the news letter of the California Association of Parks and Recreation Commissioners and Board Members . For the benefit of the GAP students present , Commissioner Weintraub read the article which was about the 17-year old Chairman of the Parks and Recreation Commission of the City of Baldwin Park . Chairperson Pound said that she would like to see a youth representative on the Redwood City Parks and Recreation Commission . Mr . Weeks indicated that a vacancy exists and that if any GAP student was personally interested or knew of someone who might be interested in serving , then they should go to the City Clerk ' s office to make an appli - cation . Commissioner Weintraub inquired as to when the new Commissioner would be appointed by the Council . Mr . Weeks replied that applications were now being taken and that the Council would conduct interviews before their November Regular Business Meeting . There being no further business , Commissioner Weintraub moved , seconded by Commissioner Buckhout , that the meeting be adjourned . The motion carried unanimously by voice vote and the meeting was adjourned at 9 : 54 p . m . - 6-
