AGENDA ITEM 1 . Senior Center Report and Architectural Study . <br /> Mr . Weeks indicated that it was not necessary to go into great detail <br /> as the Commission had received , during its joint council meeting , con- <br /> siderable discussion and review by the architect on the report . He <br /> suggested an informal discussion and said that staff and members of <br /> the Senior Center Committee were available to answer any questions <br /> which the Commission might have . For purposes of review , Mr . Weeks <br /> read to the Commission the final recommendations of the Senior Center <br /> Committee and briefly recounted the various options proposed in the <br /> architectural report . <br /> Commissioner Schlesinger inquired as to whether the Commission was free <br /> to suggest options to the plan . Mr . Weeks indicated that the Commission <br /> could suggest whatever options it wished . He reminded the Commission <br /> that the architect ' s report was a general plan and that it was simply <br /> not detailed in so far as the various elements were concerned . He <br /> said that future and more definitive studies on all aspects of the <br /> plan would have to be made if and when the Council should decide to <br /> move ahead with the project . He stated that it was also important to <br /> remember that at this time , the specifics of how the project was going <br /> to be financed was a matter for additional study and Council determination . <br /> Commissioner Weintraub stated that she believed the task before the Com- <br /> mission was to take the initial steps in moving the project forward . <br /> She suggested that through the Commission ' s recommendations , the Council <br /> would know that the Commission agreed in concept and principle with <br /> Kingsford Jones ' plan as a general plan . She further stated that if <br /> and when the Council decided to move ahead with the project , that would <br /> be the appropriate time to make more specific recommendations concerning <br /> financing . <br /> Mr . William Morrissey , Chairman of the Senior Center Study Committee , <br /> introduced himself and the other members of the Committee that were <br /> present . Mr . Morrissey reviewed for the Commission , the latest mem- <br /> bership totals for the various senior organizations in Redwood City . <br /> He pointed out that over 3 , 000 senior citizens were affiliated with <br /> organizations and that it is estimated that nearly 16 , 500 in the com- <br /> munity could benefit from the proposed senior center . Mr . Morrissey <br /> gave the Commission a brief history of the senior center report and <br /> reviewed the past efforts of seniors to obtain a center for Redwood <br /> City . He also talked about methods of financing , reviewing for the <br /> Commission the various funding options which were listed in the report . <br /> He suggested that a bond issue might be considered as a last resort <br /> and that other methods of financing be first explored . He further <br /> suggested that a sales tax increase would be the most simple and eco- <br /> nomical method of funding the project . <br /> - 2- <br />
