TO : Parks and Recreation Commission <br /> FROM : Open Space Committee - Chairman Weintraub <br /> DATE : November 16 , 1976 <br /> SUBJECT : PARK FUNDING PROGRAM <br /> The Open Space Committee met November 16 , 1976 . Those present were <br /> Commissioners Weintraub , Knecht and Pound . <br /> The Open Space Committee continued their discussion and consideration <br /> of the various state and federal sources of funding for the park program . <br /> They reviewed their report of their October meeting at which time the <br /> various sources of funding were discussed in detail . The various options <br /> which are open to the Commission through the Land and Water Conservation <br /> Fund , state funding through SB174 and through the 1974 State Park Bond <br /> Act together with the recently adopted 1976 State Park Bond Act were <br /> discussed . <br /> It was pointed out that the funds allocated to Redwood City as a result <br /> of the State Park Bond Issue of 1974 approximate $204 , 600 and the dead- <br /> line for use of these funds was 1979 . These funds were initially ear- <br /> marked for the purchase of a neighborhood park in the Middlefield neigh- <br /> borhood area . The Committee discussed the changing situation which has <br /> taken place in the Middlefield neighborhood resultant from the public <br /> discussions during the Community Development Program Task Force meetings . <br /> The purchase of property for park purposes did not receive a high priority <br /> rating . This together with the relocation of people , the necessity of <br /> acquiring homes , the critical need for housing and the lack of funds on <br /> the part of the City to match the state park bond funds necessary to <br /> purchase the property convinced the Committee that the utilization of <br /> these funds should be redirected to a different park project . It was <br /> the Committee ' s recommendation that because of the time element involved <br /> for the use of these funds , they should be directed toward the construc- <br /> tion of Canyon Park . The Committee also recommends that additional input <br /> from the neighborhood be received concerning the status of the neighbor- <br /> hood park as a part of this process . <br /> The Committee also continued their discussion of the funds which will <br /> be available from the passage of SB174 , known as the Roberti -Z ' Berg <br /> Urban Open Space and Recreation Program Bill . Applications for the <br /> block grants available will probably be executed in January or February <br /> of 1977 . Redwood City should receive approximately $40 , 000 . The Com- <br /> mittee recommended that these funds also be utilized in the construc- <br /> tion of Canyon Park . <br /> -6- <br />
