, <br /> CIVIC CULTURAL COMMISSION <br /> Minutes of Meeting <br /> June 5 , 1975 Page 2 <br /> AGENDA ITEM 2 : Mrs . Gladys Woodhams , member of the Redwood City <br /> Heritage Association and the California Historical Council Board <br /> of Directors , said the West lags behind the East in historical <br /> preservation. Interest in Redwood City was sparked in 1968 , when <br /> the Centennial put a new focus on the value of old buildings . <br /> The Lathrop House was identified by the Bicentennial Committee <br /> as the most historical building in San ]Mateo County. The , man <br /> who established the first government in San Mateo County built <br /> the house and lived in it. He also brought the railroad from <br /> San Francisco to San Jose and established the Corte Madera Water <br /> District. He was cited by the Governor of California for admin- <br /> istering a model of good government. <br /> The Heritage Association recently sponsored a group called <br /> "Friends of Lathrop House " to do a fund raising by holding an <br /> arts and crafts fair at the newly restored Offerman House , which <br /> is owned and has been restored by the Woodhams family. The <br /> Heritage Association proposes to identify and bring to public <br /> attention other buildings in the Redwood City area. She recom- <br /> mended that Redwood City hire an historical structural engineer <br /> to direct the restoration of buildings built before 1925 so that <br /> his knowledge could be relied upon to reconcile restoration with <br /> the present building code . <br /> There will be small shops in the Offerman House to contribute <br /> to its support. There is sufficient room at the side of the <br /> house to provide a small park if the City wishes to develop one . <br /> A little summer house at the back of the property could be used <br /> as a coffee house and Mrs . Woodhams said they would be happy to <br /> have any arts group use the property for special events. She <br /> maintains an office in the house from 10 a . m . to 5 p .m. every <br /> week day. <br /> AGENDA ITEM 3 : Mr . Nemoyten noted the Arts Council is located <br /> in Sunshine Cottage , which is a point of historical interest <br /> in the County. The Rachel Bentley collection of paintings of <br /> local historical buildings is currently hanging in the Cottage . <br /> He reminded the Commission of the fact that funding for the <br /> California Arts Commission had been canceled by the Governor. <br /> Senator Gregorio proposed a bill as follow-up to S . B. 121 , <br /> which was defeated in committee primarily by arts people because <br /> it left no flexibility for the State Commission to act. The <br /> 41liance of California Arts Councils supports the Julian Dixon <br /> Bill , A. B. 1660. Another bill ( by Mr . Xenovich ) is supported <br /> by some , but if something is not done very quickly approximately <br /> a million dollars in Federal funds will be lost for State use. <br />
