Meeting <br /> i ; ties of Joint k eeting <br /> CIVIC CULTURAL COMMISSION and <br /> Pk c & RECREATION COMMISSION <br /> :Aaron 1977 Page 3 <br /> A.CIAJ2aDA ITEM 1 - tisialinacia: ( Contd ) <br /> Committee chairmen are usually responsible for determining the <br /> time when it appears that committee staff changes should be <br /> made . <br /> Mr . reeks said his experience has shown that commissions <br /> operate more effectively with the committee structure . He be - <br /> lieves the Parks & Recreation Commission has saved a good deal <br /> of time and is much more effective by operating through this <br /> method@ He mentioned that Staff has an obligation to express <br /> its opinion to the City Manager in case there i. s disagreement <br /> with a Commission decision . He feels that part of his role is <br /> to advise the Commissions on matters where decisions may be in <br /> conflict with city policy . <br /> Commissioner Kennedy said that the Civic Cultural Commission ' s <br /> main concern is with fine arts and cultural activities in the <br /> city , and consequently their committee structure -would differ <br /> from that of the Parks & Recreation Commission . Mr . Weeks said <br /> that the Parks & Recreation Commission deals with operational <br /> problems and that it is expected , as the Civic Cultural Com- <br /> mission activities grow , that it , also , will handle operational <br /> problems . <br /> Commissioner Pound asked what projects mentioned in the Civic <br /> Cultural Commission ' s master calendar the Commission is directly <br /> responsible fore The following projects , which are immediately <br /> forthcoming , were described ; Arts and Crafts Show and Operalunch <br /> Pro ;=ram ( Brown Bag Opera ) . The Opera program will take place on <br /> four successive Fridays which are now being coordinated with the <br /> San Mateo County Arts Council . Commissioner Pound asked whether <br /> there is a city policy with regard to performing street musicians <br /> and Mr . Weeks responded that a policy is being developed that <br /> will designate the various ways in which the downtown area can <br /> be used <br /> Commissioner Anderson , in talking about possible joint projects , <br /> mentioned that he had enjoyed the band concerts which have been <br /> held in the parks . Commissioner Krueger suggested interest in <br /> this area be communicated to the Canada College president . <br /> Commissioner Pound mentioned that she had discovered that Redwood <br /> City is internationally known for its cultivation of chrysanthemums <br /> and suggested that a flower festival of some kind would make a <br /> good joint project for the two Commissions . <br />
