Redwood City might also become a member of the MCFH employer
subscription service . In that program, cities of industries contract for an
MCFH information service informing them how Lhey can promote fair housing .
Joellyn Murphy then read the MCFH recommendations , which include City licensing
of apartment managers (licenses to be revoked if they are convicted of discrim-
ination ) , an ordinance requiring apartment managers to post a list of vacancies
and their rental terms , and an ordinance requiring apartment managers to fill
out forms describing the terms given and apartments shown for each rental
inquiry . Other recommendations included participation by the City Attorney in
fair housing suits brought by individuals , the setting up by the City of a loan
fund for those who believe they have been discriminated against to retain an
attorney, and various educational and advertising programs to explain rights
and obligations under state and federal fair housing laws . MCFH also recommended
that the City advocate repeal of the Rumford Act pre-emption of jurisdiction over
fair housing matters :- -
MINUTES HOUSING CONCEFJ1S COMMITTEE JUNE 28 , 1972 PAGE 1 OF 5
