Community organizations <br /> should be encouraged to institute programs to provide skills and <br /> labor to elderly homeowners for rehabilitation and maintenance . <br /> SUB-GOAL 2 : <br /> Insure production of new housing suitable for low-and-moderate <br /> income households . <br /> ACTION 1 : <br /> The City would make every effort to pursue all sources of low <br /> interest loans for low-to-moderate income families seeking homeowner- <br /> ship . <br />
