C. Downtown Precise Plan Maximum Allowable Development Status <br /> Update and Direction (613) <br /> Recommendation: <br /> Approve resolution clarifying the Downtown Precise Plan's square footage <br /> allocation process for development applications currently submitted; and, by <br /> motion direct staff to return to Council with a recommended process for <br /> development applications which would exceed the Maximum Allowable <br /> Development (MAD) allowed under powntown Precise Plan. <br /> MINUTE ORDER 14-151 <br /> RESOLUTION NO. 15372 OF THE COUNCIL OF THE CITY OF REDWOOD CITY <br /> CLARIFYING THE DOWNTOWN PRECISE PLAN SQUARE FOOTAGE <br /> ALLOCATION PROCESS FOR DEVELOPMENT APPLICATIONS <br /> Mr. Aknin, Community Development Director, presented the report explaining where the <br /> City stands regarding development, applications and how the Downtown Precise Plan <br /> (DTPP) has in many ways accomplished what it was meant to do. He also covered the <br /> staff recommendation in detail explaining the rationale and possibilities behind the <br /> "reservation process during planning entitlement phase and that staff recommends that <br /> the DTPP be amended to allow flexibility between MAD categories." Mr. Aknin provided <br /> clarity on next steps for staff, timeline as well as various scenarios for developers. <br /> Public Comment <br /> Eric Lochetfeld, co-owner of the Fox Theater with Ms. Lori Lochetfeld, congratulated the <br /> Council on the Downtown Precise Plan and on how far and fast it has come. He spoke <br /> about the excitement and "buzz" about the City and introduced various people in the <br /> audience on his development team and their plans for a future project that includes <br /> more parking. <br /> Mollie Ricker, with Dostart Development Company, LLC, spoke about their development <br /> project at 601 Marshall Street and how they need help to be able to continue. She <br /> complimented the City staff as being great and working very hard and the Downtown <br /> Precise Plan as being very clear and detailed, but they would like more certainty in the <br /> process and feel that adding new requirements now seems unreasonable. She spoke <br /> in favor of following the staff recommendation regarding the square footage but to clarify <br /> the resolution so that there will be no new requirements after a project is submitted. <br /> Alicia Guerra, a land use attorney with Dostart Development Company, LLC, spoke in <br /> support of the staff recommendation about the square footage, but opined that there <br /> needs to be further clarification on the resolution in terms of what is deemed complete <br /> or "substantially" complete under the square footage cap in order to avoid confusion, <br /> streamline the process, and provide more certainty in a timely fashion. <br /> Mark Johnson, Managing Director representing the Acclaim companies, spoke about <br /> their 133 apartment development project at the corner of Winslow and Brewster and <br /> applauded Council on the Downtown Precise Plan, opining that this plan is what other <br /> cities should do with development.
