Council Member Foust encouraged Abbott to look at childcare facilities sooner <br />than Phase III, if at all possible. Council Member Hartnett stated that the zoning <br />text amendment presents a broader public policy interest than this particular <br />project. The amendment adopts an incentive for public infrastructure to be <br />sponsored by project developers and it is a good model for the next corporate <br />citizen. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />AMENDING ORDINANCE NO. 1130 TO AMEND SECTION 2.41 OF ARTICLE 2- <br />DEFINITIONS, OF THE REDWOOD CITY ZONING CODE RELATED TO FLOOR AREA <br />RATIOS TO PERMIT A FLOOR AREA RATIO EXEMPTION FOR CERTAIN CHILDCARE <br />FACILITIES <br />The motion passed by a unanimous roll call vote. MINUTE ORDER 04 -73 <br />8. STAFF REPORTS <br />A. Agreement with California State Library for $10. 1 million grant for construction of <br />Redwood Shores Branch Library (505) <br />Vice Mayor Pierce explained the process to this point and asked that the Library <br />Foundation members, Redwood Shores Community Association, Library Board <br />and Friends of the Library stand. <br />Library Director Genesy stated he is available to answer any questions about the <br />application or timeline of this opportunity. He further explained that the Library <br />Foundation has committed to raising $800,000.00 to purchase the opening day <br />collection at the library. <br />Public Comment: <br />Kathleen Douglas, President of the Library Board, speaking on behalf of the Board <br />of Trustees, thanked the Council for the support and asked approval of the <br />proposal. She stated that it is a very important part of the extension of programs <br />and services and that Redwood Shores, at this point in time, is an underserved <br />part of our city in regards to library services. <br />Rory Faber, Secretary of the Redwood Shores Community Association, thanked <br />and congratulated the Council. He stated that over 30 years ago, the Council had <br />the vision to build Redwood Shores and the community now has the chance to <br />share the vision and build this significant building that will be an asset to the <br />community.
