<br /> Plans and specifications suitable for the purpose of bidding and construction will be <br /> required for a new 22,558 square foot public library. Adequate parking facilities, <br /> site improvements and landscaping shall be included in the plans and <br /> specifications. A cost estimate shall also be submitted at each phase of the <br /> design. Based on the conceptual design prepared by Anderson Brule's February <br /> 2003 estimate, the construction cost is approximately $10,500,000. <br /> The Architect shall prepare drawings, specifications, and other documents <br /> necessary so that the construction contract bid from a responsive. responsible <br /> contractor, acceptable to the City will be within the Estimated Construction Cost <br /> (ECC). <br /> 1. Evaluations of the City's ECC, detailed cost estimates prepared by the Architect <br /> represents the Architect's best judgement as a design professional familiar with <br /> the construction industry. It is recognized. however, that neither the Architect <br /> nor the City has control over the cost of labor, materials, or equipment. over the <br /> Contractor's methods of determining bid prices or over competitive bidding and <br /> market conditions. Accordingly, the Architect cannot and does not warrant that <br /> bids will not vary from the ECC or from any estimate of Construction Cost <br /> prepared or agreed to by the Architect. <br /> 2. If it is determined that the bidding produce prices in excess of the approved <br /> ECC due to omissions or errors in the Architect's design or cost estimate, the <br /> Architect may be responsible for redesign, at no additional expense to the City, <br /> as may be necessary to obtain prices within the approved ECC or price(s) <br /> acceptable to the City. The City will assist as necessary to identify value <br /> engineering proposals and scope reductions to reduce the project cost. All <br /> redesign and scope reductions must be approved by the City, whose approval <br /> will not be unreasonably withheld. <br /> D. Schematic Design Plans and Specifications <br /> 1. Provide plans. outline specifications and schematic design cost estimate for <br /> the design of the 22.558 square foot Community Branch Library in Redwood <br /> Shores. The Schematic Design shall consist of, but not be limited to, <br /> preliminary code information, floor plan of the building, site plan, furniture and <br /> equipment plan, roof plan, building sections, civil, structural, mechanical, <br /> electrical. and landscaping plans. An outline specifications and preliminary <br /> cost estimate. in accordance with CSI format describing both the basic and <br /> unique components to the project, shall also be submitted. <br /> 2. T~e Schematic design submittal shall be prepared in accordance to the <br /> requirements of the California State Library Bond Act Grant Recipient <br /> Submi~al Checklist, Schematic Detail Checklist (Attachment 1). <br /> 3. Schedule and Submittals- Submit one (1) set of plans, outline specifications <br /> and cost estimate to the City within 90 calendar days after notice to proceed. <br /> -2- <br />
