3.0 Environmental Impact Checklist <br /> d) Expose sensitive receptors to substantial pollutant concentrations? <br /> Less-than-Significant Impact with Mitigation Incorporated. Project construction would result <br /> in a temporary increase in localized emission of dust and diesel exhaust during construction, <br /> which is expected to last 16 months. Existing residential uses (sensitive receptors) surrounding <br /> the project site may be temporarily impacted.The closest sensitive receptor is a two-story <br /> apartment building located adjacent to the project site approximately 13 feet southeast from a <br /> proposed project structure.Other sensitive receptors also located in close proximity to the <br /> project site include: a two-story apartment building located adjacent to the project site <br /> approximately 35 feet northwest from a proposed project structure, and single-family <br /> residential homes across Kentfield Avenue approximately 50 feet from the project site. <br /> AIthough grading and construction activities would be temporary, they would have the <br /> potential to be a nuisance and cause health impacts. Particulate matter(PM1o)is the pollutant of <br /> greatest concern associated with dust from construction activities, and if uncontrolled,PMio <br /> levels downwind of actively disturbed areas could possibly be locally elevated,impacting the <br /> nearly sensitive receptors. Construction control measures identified in Mitigation Measure <br /> AIR-1 would minimize construction impacts on nearby sensitive receptors by reducing dust <br /> and exhaust emissions to less than significant levels. <br /> e) Create objectionable odors affecting a substantial number of people? <br /> Less-than-Significant Impact. <br /> Construction <br /> During construction and grading, diesel-powered vehicles and equipment used on-site could <br /> create localized odors. These odors would be temporary and would dissipate in the outdoor <br /> construction environment. Construction-period odor impacts would be less than significant. <br /> Operation <br /> According to the BAAQMD CEQA Guidelines, objectionable odors are typically emitted by <br /> industrial and commercial operations such as wastewater treatment plants, sanitary landfills, <br /> petroleum refineries, chemical factories, and pain and coating operations.
