Less-than-Significant Impact. Noise can be describes as any unwanted or objectionable sound. Noise is typically generated by transportation, specific land uses,and on-going human activity. The effect of noise on individuals and communities varies with the duration of the noise source, its intensity and frequency, and the tolerance Ievel of those exposed to the sound.The standard unit of measurement of the loudness of sound is the decibel (dB).Because the human ear is not equally sensitive to sound at all frequencies, the A-weighted decibel scale(dBA) was devised to relate noise to human sensitivity, since it gives greater weight to the frequencies of sound to which the human ear is most sensitive.The human ear can detect changes in sound levels of approximately 3 dBA under normal, controlled conditions. A change of 5 dBA is noticeable to most people in an exterior environment. The City of Redwood City's exterior noise and land use compatibility criteria is specified in the General Plan.Table 3 provides the exterior noise-level standards for medium/medium-high density residential land uses in the City.
