3.0 Environmental Impact Checklist <br /> intended to depict a "quality of life" impact as opposed to a substantial impact with respect to <br /> traffic congestion. In most cases, the local street system is designed to accommodate the <br /> relatively small increase in traffic volume;however, the impact as experienced by local <br /> residents is one the City seeks to mitigate through a range of options,most frequently through <br /> traffic calming techniques. <br /> This analysis is based on the Kentfield Traffic Impact Analysis Memorandum(Appendix F) <br /> prepared by the City of Redwood City Traffic Engineer and Planning Services for a similar <br /> residential project located on Kentfield Avenue in the vicinity of the proposed project. <br /> The proposed project would involve the construction of 12 two-story detached, single-family <br /> homes.As there are three existing single-family homes on-site,the project would result in the <br /> net increase of 9 new single family residences. Trip rates for the analysis are based on the <br /> Institute of Transportation Engineers(ITE)Trip Generation handbook. Table 5 provides the <br /> estimated net new trips resulting from the project. Based on the surrounding <br /> roadway network, it is estimated that the project traffic would be oriented towards Woodside <br /> Road rather than towards Palm Avenue/Union Avenue. The distribution of trips entering and <br /> leaving the project site is assigned as follows: <br /> • 60 percent to and from southeast(Woodside Road) <br /> • 40 percent to and from northwest(Palm Avenue/Union Avenue) <br /> The distribution of trips that approach or leave the project site via Woodside Road are further <br /> assigned as follows: <br /> • 33 percent to and from the west(Highway 280) <br /> • 67 percent to and from the east(Highway 101) <br /> Based on the estimated 86 net new daily project trips on Kentfield Avenue,and the project trip <br /> distribution of 60 percent of the trips to/from southeast of the site and 40 percent of the trips <br /> to/frorn northwest of the site,the project's traffic is estimated to increase volume on Kentfield <br /> La Palma Subdivision Project <br /> Final Initial Study/Mitigated Negative Declaration <br /> 58 <br />
